  1. Safe and Effective Laser Ground and Flight Testing SETP/SFTE Flight Test Safety Workshop NOV 10-12 2009 Vienna, Austria Raymond F. BeachNAVAIR ASSOCIATE FELLOW SENIOR EO SPECIALIST

  2. AGENDA • BACKGROUND * GENERAL T&E • WHAT ARE LASERS/WHY SAFETY? • PERCEPTION vs. REALITY • RULES OF THUMB * REQUIRMENTS * BASIC PROCEDURES • HOW • QUESTIONS (Answers cost extra)

  3. BACKGROUND WHAT IS T&E? • BASICALLY: … Specifications and performance metrics …. • REALISTICALLY: See above plus …. Can the fleet use it? • IT MUST INVOLVE SYSTEMS ENGINEERING • .. Focuses on methods to solve problems, not the solution of the problem.. • .. Optimization methods in presence of constraints .. • Modeling and Simulation

  4. VARIETY OF LASERS • POINTERS (presentations)/ LIGHT SHOWS  ELECTRONICS (DVD/CD’s)  SCANNERS (food/retail stores)  INSTRUMENTATION (levels, distance measurement) MEDICAL ++ WE CAN SEE MOST OF THESE MILITARY: MOSTLY INVISIBLE + Designators/Rangers + Illuminators/Markers

  5. YOUR EYE IS A WONDERFUL LENSFOCUS!

  6. ACCIDENTS HAPPEN

  7. LASER SAFETY FORMILITARY ASSETS IF YOU CAN’T SEE IT, IS THERE A THREAT? Aversion response-- Bright Lights hurt: Look away! ++ However, how many of us have looked into the sun?

  8. PERCEPTION

  9. REALITY LASER RECEIVER WINDOW WIDE FOV WINDOW NARROW/MED FOV WINDOW LASER TRAMSMITTER WINDOW COOLING AIR INLET

  10. RULES OF THUMB • ALLWAYS ASSUME LASER IS DANGEROUS + COMPLACENCY CAN HURT YOU  YOU CAN’T STOP STUPIDITY + HOWEVER, TRY AND MAKE IT HARD  MINIMIZE PERSONNEL IN/AROUND LASER TEST  RARELY, IF EVER, BLINDLY ACCEPT SOMEONE’S WORD CONTROL, CONTROL, CONTROL

  11. REQUIREMENTS • LASER SAFETY REVIEW BOARD (LSRB) IS GOVERNING BODY FOR ALL NAVY LASER T&E+ NO TICKET, NO LAUNDRY • LASER SAFETY CALCULATIONS ARE CONSERVATIVE + ANSI STANDARDS USED • NAVY LASER SAFETY INDIVIDUALS REQUIRE CERTIFICATION+ EVERY COMMAND NEEDS A CENTRAL LASER SYSTEM SAFETY OFFICER (PRIMARY POC)

  12. BASIC STEPS • DESIGN PARAMETERS THEN CONFIRM VIA LAB MEASUREMENTS • GET LASER SAFETY REVIEW BOARD (LSRB) INVOLVED + CONFIRM LASER PARAMETERS + VERIFY CONTROLS/INTERLOCKS/MASK REGIONS • GROUND MEASUREMENTS AFTER A/C INSTALL + VERIFY LASER INTEGRATION INTO A/C + DEMONSTRATE BORESIGHT and POINTING ACCURACY • DETERMINE SAFETY ZONES AROUND TECHNICAL TARGETS+ NOMINAL 5 mrad Buffer Zone • FLIGHT MEASURMENTS: TECHNICAL and TACTICAL TGTS

  13. HOW DO WE DO LASER TESTS? • CONTROL AREA AROUND TARGET+ BOTH TECHNICAL and TACTICAL** Diffuse and Specular Reflections  CONTROL BEAM POINTING and WANDER TERMINATE THE BEAM + TARGET BOARD + GROUND/WATER + ACTUAL TGT
