Funding – FY13 Overview • FY2013 Appropriation $32,345,981 (after rescissions & sequester) • IOOS National – $5,953,040 • IOOS Regional – $26,392,941 • Regional Observing Systems ($18.4M) and Surface Currents ($5M) • Marine Sensor Innovation Project ($3.996M) • Alliance for Coastal Technologies (ACT) • U.S. IOOS Coastal Ocean Modeling Testbed (COMT) • Marine sensor and other advanced observing technologies • Transition to Operations: Environmental Sample Processor • Ocean Acidification: Support for West Coast Shellfish Industry
FY14 Outlook • FY14 Budget Update • Continuing Resolution through January 15, 2013 • Scenarios for Appropriation
Certification Update Drafting Final Rule • Clarifying QC requirements • Defining “employee” for liability purposes Implementation • IOOS Office creating guidance on requirements • Certification is not tied to funding Timeline • Final Rule to be published late Dec. 2013 or early Jan 2014 • No comments requested • Ready to accept applications 30 days after rule published
NEPA PEA • General counsel’s comments are being incorporated into the draft. • On November 13 we received instructions for formally submitting the draft and accompanying draft documents (FRN, FONSI) to PPI • Draft supporting documents are in progress
Update from NOS • NOS Priorities • Coastal preparedness, response, recovery, and resiliency • Coastal intelligence network • Place-based conservation • Budget • National line – Combined PPA • Regional line still separate • Coastal partner roundtables • NOS hosted a Coastal Partners Roundtable in September to explore opportunities for improved partnering, leveraging and communications • Outcomes included long-term commitment among all parties to routine coordination
