  4. City Council Direction Enhance our existing innovative building health/safety and energy codes by incorporating Green Building standards.

  5. Green Building – What is it? Google search -101 million hits! A facet of sustainability that: Increases the efficiency of a building’s use of resources Reduces building impacts on human health & environment Better location, design, construction, operation & maintenance for life of building

  6. City Building & Energy Efficiency Codes City adopts model building and energy efficient codes from family of International Building Codes (I-Codes) adding local amendments where needed.

  7. National Green Building Standard (NGBS) The newest of the ICodes – first and only accredited model Green Building Standard for residential new construction and remodels. Approved by the American Nat’l Standards Institute (ANSI) Developed in partnership with Internat’l Code Council and Nat’l Association of Home Builders. (Commercial codes are in progress, 2011)

  8. NGBS is the national standard providing a point-based system to rate environmental impact of design and construction practices. National Green Building Standard™ (NGBS)

  9. Similar to the USGBC LEED certification points NGBS allows projects to earn points toward achieving either/or a Bronze, Silver, Gold or Emerald. Benefit over LEED and/or NAHB Green Model for homes – NGBS is compatible with I-Codes Administered through the local development code process National Green Building Standard™ (NGBS)

  10. Improves existing energy efficient codes The NGBS has 4 performance levels that achieve increased energy efficiency thresholds above the baseline 2006 IECC:

  12. Benefit to Fort Collins • Fort Collins, would be one of the first to adopt this standard • Administered locally, unlike other programs (e.g., LEED) • National standard for consistency • More cost effective over life of building

  13. Other jurisdictions considering NGBS Boulder, Colorado Longmont, Colorado College Station, Texas

  14. Federal Stimulus Funding American Reinvestment and Recovery Act (ARRA) stimulus grant funds focusing on energy conservation and sustainability. US Department of Energy’s Energy Efficiency and Conservation Block Grant (EECBG).

  15. Timetable Tentative timeline: January 2010 to March 2011. 1st Council Work Session: January 12, 2010 Soon thereafter commence community and staff advisory committees.

  16. Community Engagement Felix Lee, Green Building Code Project Manager will ask FCBR for a representative to participate in the Community Advisory Committee.
