Objective FCM03 ESSIP Plan 2013 Octavian CIOARA DSS/EIPR 13.09.2013
Objective FCM03 • Comprehensive Explanation • What is new or has changed since LSSIP 2012 • Link to European ATM Master Plan • Most important SLoA(s) • Finalisation Criteria and Closed Questions • ESSIP Report 2012 • Objective Coordinator’s Analysis, recommendations, tips & tricks • Links and contacts ESSIP Plan 2013 / Objective FCM03
Comprehensive Explanation • This ECAC wide objective aims at: • Improving the collaboration between the NM, ANS providers, airports and airspace users in filing and distributing flight plans, • Assist airspace users in filing their flight plans and in re-routings according to the airspace availability and ATFM situation. • Improve flight plan distribution to increase consistency of flight plan data amongst all parties involved (IFPS/ETFMS, ANS Providers). ESSIP Plan 2013 / Overview LSSIP 2012
What is new or has changed since LSSIP 2012 • Emphasis on the automation of the generation of the AFP message (SLoAs ASP05, ASP06, ASP07, ASP13, ASP14) • In case of manual generation of these messages, the “completed’ status of these SLoAs has to be changed. • Full operational capability (FOC) date changed from 12/2012 to 12/2015 • Finalisation dates of ASP05 to ASP11 and ASP13 to ASP14 changed to 12/2015 • Changes triggered by the Interim Deployment Programme (IDP) ESSIP Plan 2013 / Overview LSSIP 2012
Link to European ATM Master Plan • OI Step [DCB-0302] - Collaborative Management of Flight Updates • OI Step [IS-0101] - Improved Flight Plan Consistency Pre-Departure • OI Step [IS-0102] - Improved Management of Flight Plan After Departure ESSIP Plan 2013 / Overview LSSIP 2012
Most important SLoA(s) • ASP04 Processing of APL and ACH messages, • ASP05 Automatically provide AFP for Missing flight plans, • ASP06Automatically provide AFP message for Change of route, • ASP07Automatically provide AFP message for a Diversion, • ASP09 Provide AFP message for a Change of requested cruising level. • Each SLoA should be fulfilled in accordance with the relevant provisions of the CFMU Flight Progress Messages document ESSIP Plan 2013 / Overview LSSIP 2012
Finalisation Criteria and Closed Questions • Automatic processing of: • Flight plan messages in ICAO format • FPLs derived from RPLs • ATC system able to receive and process flight plan data from IFPS in ADEXP format • Processing of APL and ACH messages • Automatic generation and provision to NM of the AFP messages in ADEXP format for: • Missing flight plans • Route changes • Diversions • Changes of aircraft type • Changes of aircraft equipment ESSIP Plan 2013 / Overview LSSIP 2012
ESSIP Report 2012 • Objective late, with a slight improvement in its implementation since the previous reporting period. The States yet to implement the most essential SLoAs of this objective have shown a sound commitment to do so. However, the likelihood of implementing all SLoAs still remains low. • The implementation of the objective involves a certain level of investments; it is done through the planned upgrades of current ATM systems or the installation of the new ones. At the same time stakeholders do not recognise direct benefit from implementation. • The implementation is not progressing as expected resulting in: • An inefficient use of the available Network capacity • Late provision of flight plan updates to ATC ESSIP Plan 2013 / Overview LSSIP 2012
Objective Coordinator’s Analysis, recommendations, tips & tricks • Implement the most important SLoA(s) • Pay attention to the need for automation of the AFP message • Amend the progress status if necessary • For partial completion of the objective be more specific on what has been completed and the prospects for the rest of the SLoAs. • Ensure that there is an effective link with the NM and the information on the implementation originates from a ODSG member.
