Allowable use of funds The activity or service comports with the results of the State’s Comprehensive Needs Assessment (CNA) and the strategies outlined in the State’s Service Delivery Plan (SDP). MEP funds are first used to meet the identified needs of migrant children that result from their migratory lifestyle, and to permit these children to participate effectively in school The activity or service meets the needs of migrant children that are not addressed by services available from other Federal or non -Federal programs

  9. Allowable use of funds MEP funds are used to supplement, rather than supplant, the use of non-Federal funds. The costs of the service or activity comports with the cost principles described in the Uniform Guidance (Subpart E of 2 CFR Part 200). The cost principles require, among other things, that costs of the service or activity be necessary and reasonable, and be allocable (or chargeable) to the MEP relative to the benefit received.

  11. Title I-C Migrant Education Is it an allowable use of Migrant Education Program (MEP) funds to provide meals during staff trainings or conferences?

Title I-C Migrant Education • Federal funds should not be used to provide food during staff meetings/training. • Situations for an all day meeting (8-5) and where trainings are being held in locations that are significant distance form food options, that might be an example of an allowable exception.

  13. Title I-C Migrant Education How do Supplement not Supplant requirements in section 1118(b) of ESEA, as amended by ESSA, apply to MEP?

  14. MEP programs are still required to provide services that supplement, and do not supplant, those provided with state and local funds. • LEAs should continue to examine costs and services supported with MEP funds in order to determine whether MEP funds are supplementing, and not supplanting, State and local funds.

  18. Self Survey Tips • Begin the process early! Surveys are available • Remember: This is a tool to help districts meet compliance • All questions within the survey must be answered and the district must mark the survey complete • Completion deadline is May 31, 2020
