IT&C -- Promoting Investment Attractive Incentive Package • “Tripura Incentive Scheme 2002” • Capital Investment Subsidy @ 30% + 5% to Thrust sector / EOUs • Reimbursement of State Sales Tax for 5 years • Price Preference @ 10% on purchases by the Government. • 4% Interest Subsidy on term loans, for 5 years • Standard Certification Charges Reimbursement up to Rs. 50,000 • Special incentives to IT industry & Mega Projects. • Special Central incentives in the North-Eastern Region • 100% reimbursement of Excise Duty for 10 years • Central Transport Subsidy @ 90% upto Siliguri / @ 50% in NE • 90% air freight subsidy upto Kolkata, on export of fruit / handicrafts • Income Tax Benefit @ 100% for units in Growth Centres/ IIDCs • Capital Investment Subsidy @ 15% of investment in P&M • Interest Subsidy of 3% on working capital loans. • Comprehensive Insurance Scheme for insurance coverage for 10 years

IT&C -- Facilitate Self-employment • Self-employment opportunities mainly under – • Prime Minister’s Rozgar Yojana (PMRY) • Margin Money Scheme (MMS) of KVIC. • Targeted Creation of 2,500 new ventures • Expected average investment of Rs. 20 crores • Entrepreneurship Development Institute (EDI) to conduct EDPs/ trainings/ skill development • Training infrastructure at ITIs being upgraded • New initiative called Swabalamban – • quality skill-development to enable self-employment • To cover 1,000 entrepreneurs each year

IT&C -- Promoting Foreign Trade • Bangladesh natural partner as 84% common border • Total volume of trade was Rs. 7.04 crores only ( 2002-03) • Efforts made • Improve relations at business / Government levels • Resumption of transport links between Tripura and Bangladesh • Improvement of infrastructure at LCS on both sides • Export Development Plan / commodity specific strategy • Expected Trade Volume Rs. 20 crores by the year 2007-08 • Further initiatives required • Providing Multimodal transportation (road-rail-river) of goods • Proposed transit/ transshipment and reduction in tariffs • Declaration of Sherpur Port as Port of Call • Transit Facilities from Sonamura to Bibirbazar, Bangladesh:

IT&C -- Resource-based Industries Gas-based Projects: Present availability 4.0 utilization 1.3 MMSCMD. • Agartala City Gas Supply Project for 30,000 domestic / commercial consumers • Natural gas pipeline for Growth Centre EPIP, Food Park, Rubber Park etc. • GAIL major stakeholders in TNGCL for implementing CNG project Food Processing: Agri Export Zone for Pineapple Project sanctioned / taken up • Export-oriented Pineapple Powder making unit • Efforts for Multi-fruit Processing Unit, Cashew Processing unit etc. Tea: Traditional tea state - 60 Tea Estates 4,000 small growers, 7.5 m kg. • Special registration Camps enabling benefit from various Tea Board Schemes. • TRA office at Agartala for training-cum-extension Rubber: Tripura is the second largest rubber producer in the country • 27,000 Ha. under rubber plantation ; production of rubber 14,000 MT. • Process Product-Cum-Development Centre set up with NEC assistance • NEC has also approved setting up of a Rubber-wood Processing Unit. Bamboo: The state has formulated a separate “State Bamboo Policy” for integrated development of this sector, covering both plantation and processing.

IT&C -- Resource-based Industries Handloom, Handicrafts and Sericulture: • 2nd largest employment 27,000 weavers ; 11,000 handicrafts artisans; and 7500 sericulturists Handicrafts: Women’s handicrafts project 2,500 beneficiaries by forming 10 clusters • Common facility center for processing & production of handicrafts at Indranagar • infrastructure development of Handicrafts under IIUS through WEBCON • Export-promotion project has been implemented with the help of EPCH Handloom: 29 clusters ; Common infrastructure in 24 clusters • Two yarn banks have been set up at Agartala ; extile Testing Laboratory • A new composite handloom Marketing complex set up at Agartala. • Project for design development with involvement of Mumbai designers. Sericulture: Special Women Sericulture Projects in all districts • Grainage set up for management of Disease Free Laying (DFLs) at Indranagar. • Common facility Centre for processing and dyeing of silk yarn at Badharghat • Silk printing Unit for printing of Silk fabrics at Indra Nagar, Agartala. • The future strategy is to develop these sectors on commercial lines ; to double the size of commercial market in 5 years ; and export level Rs. 5 crores pa

Infrastructure -- Transport Roads • Transport infrasturcture in state dependent on road connectivity • Total Roads - 15,593 km : NH - 333 km ; SH – 0 km ; MDR – 454 km ; ODR – 1543 km ; IBBR – 582 km • Black-topped – 3762 km ; Brick soled – 2874 km • Total bridges Length 18000 m : Major RCC – 30 ; Minor RCC / Culverts 393 ; Steel Bailey / Truss – 183 ; SPT - 678 Key areas/ issues for development • Conversion of SPT bridges in Tripura- 18000 metres • 4 laning of NH-44 from Churaibari to Sabroom by March/08-333 Km • Double laning of NH-44 A -133 Km • Up gradation of 430 Km MDR to State Highways (double lane standard) • Improvement of ODR to intermediate lane standard -- 750 km • Single connectivity to all habitations with population upto 250

Infrastructure -- Transport • Bharat Nirman for connecting 2836 habitations -- 2499 km. roads • Improved Connectivity : • 4-lane highways : state capital to District Hq • 2-lane highways : Sub-Division and Block Hqs. • Alternative National Highway proposed from Kukital (Assam border) to Sabroom (310 Km) • Realignment Of NH-44 along Railway Line • Trans-asian Highway route be Dhaka-Akhaura-Agartala-Silchar-Imphal-Moreh-Tamu (Myanmar)

Infrastructure -- Transport Railways • Manu-Agartala Railway line under construction • Extension of railway line fom Agartala to Sabroom • Gauge conversion- metre-gauge to broad-gauge • 13 km Rail Link To Akhaura (5.4 km in Bangladesh) Air Connectivity • Enhanced seat capacity Kolkata-Agartala – IA, Jet • Introduction Of Low Cost Airlines Like Air Deccan • Replacement of ATR by Airbus on Agartala-Kolkata • Night operations and augmentation of manpower in ATC • Operationalising of Kailasahar and Kamalpur Airport • Handing over of Khowai airport to State Government

Infrastructure -- Power Power Scenario • peak demand 162 MW ; own generation 70 MW. • 50 MW imported during peak load ; shortfall of 42 MW. • Estimated that the peak demand during 2008 will be 268 MW. • 100% village electrification targeted during 2005-06 to 2009-2010 • Total villages - 350 ; habitations – 1050 ; LT line - 1400 Km Generation • 10th Plan State Programme : 4 x 21 MW; 2 each at Baramura / Rokhia • Joint venture 1000 MW GT unit at Palatana, with ONGC and IL&FS • NEEPCO at Monarchak, downsized from 500 MW to 280 MW • Private Participation in Power Generation agreed in-principle Transmission System: • State’s plan for 356 km 132kv line & 380 km 66kv line for evacuation / import • Upto 2008 : 208 km New 132kv line & 16 km 66kv line construction • New substation capacity 60 MVA at 132kv level 21.3 MVA at 66kv level • National Power Grid: Agartala-Misa 400 KV extra high voltage line needed • Sub-transmission & distributionlosses 32% to 20% by reduction of LT

Infrastructure -- Power Restructuring of the Power sector • State Regulatory Commission set up • TSECL set up for power generation, transmission and distribution • State Government liability to settle all past dues • Government support for new generation projects Power sector reforms in the Tenth Plan • The Electricity Act needs to be revised • Unbundling of vertically integrated state utilities not prudent • Necessity to provide cross subsidization in power tariff • Return on equity (14%) for the Central sector utilities NTPC, NHPC and PGCILC may be reduced for reducing tariff. • Open access in distribution sector in the next 5-6 years not prudent • Tripura connection with national grid by PGCIL with wheeling charges that as of the rest of the country (Rs.0.07 to 0.15 per unit)

  16. Infrastructure -- Telecommunication • Capacity of Satellite media for national connectivity increased from 90 to 900 channels • OFC Link operational through Dharmanagar-Karimganj • Balance 01 Sub-Div / 13 block HQs to have OFC Connectivity by 2006 • State Wide Area Network to connect 65 POPs including State, District, Sub-Divisional and Block Hqrs with 2 Mbps bandwidth as communication backbone • Cellular Phone services by BSNL in Agartala ; also extensions in other stations • Extension of telecom services to cover all 874 villages • District Wireless Network commenced : Dhalai in I-phase • Efforts for Direct ISD Connection with Bangladesh

Infrastructure -- Urban • As per 2001 census total urban population of State is 5,43,094 • Agartala Municipal Council & 12 ULBs population 3,69,417 SCHEMES IMPLEMENTED : • State Plan : NSDP (National Slum Development Programme) ; BADP (Border Area Development Programme) ; (SUEP)State Urban Employment Programme ; Solid Waste Management ; Drainage. • Centrally Sponsored Scheme : Swarna Jayanti Shahari Rozgar Yojana (SJSRY) ; Integrated Development of Small & Medium Towns (IDSMT) ; Valmiki Ambedkar Awas Yojana (VAMBAY) ; National Lake Conservation Plan (NLCP) ; Sewerage. ONGOING WORKS FROM 10% EARMARKED FUNDS • Improvement of City roads in Agartala • Improvement of Agartala Drainage System • Solid Waste Management for Agartala City • Construction of Shopping Centres & Complexes

Infrastructure -- Urban PROPOSED NEW PROJECTS IN THE PIPELINE • Construction of Super Market Complex at (Lichubagan). • Market Complex at Teliamura, Kumarghat, Belonia, Udaipur, Khowai, Dharmanagar • Solid Waste Management in 12 NPs • Project Report on Roads & Drains of Udaipur NP • Project Report on Roads & Drains of Kailashahar NP • Construction of Drains at Ranirbazar NP • Requirement of Roads, Drains, Electricity line in 12 Nagar Panchayat areas • Requirement of Extended areas of Agartala Municipal Council and 5 Nagar Panchayats namely Khowai, Kamalpur, Udaipur, Ranirbazar and Sonamura • ADB Funded Projects: tentatively agreed that ADB will provide Rs.360.00 cr. for infrastructure development of Agartala city

Infrastructure -- Irrigation BACKGROUND STATUS OF IRRIGATION • About 2,80,000 Ha. of land are cultivable. • Previously estimated 1,17,000 Ha. of land irrigation possible • Cumulative irrigation potential FY 2004-05 is 82,005 Ha. -- PWD(WR) 52,573 Ha ; RDD 26,627 Ha ; Agriculture 2,460 Ha ; TTAADC 345 Ha • This is 29.28% of total cultivable area and 70% of estimated irrigable area WATER RESOURCES & IRRIGATION POTENTIAL • Total surface water resources assessed as 7999 Million Cubic Meter. • 1443 MCM is non-monsoon flow and 6556 MCM is monsoon flow. Max. utilizable 50% of monsoon flow and 80% of non-monsoon flow (4400 MCM ) • Gross recharge of ground water strata assessed as 840 Million Cubic Meter. • Max. utilizable 70% of the gross recharge ( 588 MCM ) • Preliminary assessment 1,17,000 Ha. irrigable with 200% crop intensity; including 79,000 Ha. through surface water / 38,000 Ha. ground water • Medium Irrigation potential 13,199 Ha ; balance Minor Irrigation schemes

  20. Infrastructure -- Irrigation ACTION PLAN (2003-04 TO 2007-08) • Area targeted ( W.R., R.D.D., Agriculture & TTAADC ) -- Total 44250 Ha. • WR – 20555 Ha ; RDD 18500 Ha ; Agriculture – 3025 Ha ; TTAADC – 2170 Ha Sanctioned WR Minor Irrigation Schemes • 283 LI, 8 High Power LI & 12 diversion schemes under AIBP • Likely costs – Rs. 60 cr. ; creation of potential of 10,500 Ha. • Kalsi irrigation project ; Rs.26.50 crores with command area 1950 Ha. Proposed WR Minor Irrigation Schemes • Surveyed / DPR -- 150 LI, 1 High Power LI & 8 diversion Schemes • Total Likely costs – Rs. 40.238 cr. Issues in MI Schemes • Available for surface irrigation schemes ; Max. potential only 79,000 Ha. • Sufficient ground water available, AIBP guidelines required to cover these • Development cost for MI in NE Max. Rs.1,00,000/- Per Ha • Realistic cost Rs.2 lakh per Ha to enable surface MI schemes in remote areas • Provision for renovation, extension of pipelines and maintenance of existing irrigation schemes @ 15% AIBP fund

  21. Infrastructure -- Irrigation Ongoing Medium Irrigation Project • Three on-going medium irrigation projects in the state – Gumti, Manu & Khowai • Respective Irrigated /Command Areas -- 2050 / 4486 ; 750 / 4515 & 200 / 4198 respectively till FY 2004-05 ; Total 3000 / 13199 Ha. • Proposed to complete balance works by 2006-07 ; Fund requirement till Rs. 64.55 cr.

  22. Infrastructure – Flood Management • All 10 major rivers susceptible to high velocity / discharge / frequent change in courses and thus erosion on the banks. • About 75,000 ha. land is flood prone ; 45,000 Ha. protectable • Nearly 200 km embankment required to protect ; only 133.30 Km. embankment for reasonable protection to 25,134 Ha. • Priority for Flood Protection • Protect border towns -- Belonia, Sabroom, Agartala, Khowai, Kamalpur and Dharmanagar • Protection of river course of internal border of all the rivers. • Protection of district roads from erosion of river banks. • Protection of towns, habitations situated on the bank of river course. • Protection of habitations and paddy land from the erosion of rivers. • Flood Management activities include – Construction / Improvement of Embankments / Anti-Erosion Works • Sources of Funding : Brahmaputra Board / State Plan / Addl. Central Assistance (ACA) / Border Area Development / Spl Central Asst. for Border towns

Infrastructure – Flood Management Brahmaputra Board activities • Master Plans for 8 river basins covering 8688 Sq. km Burima, Deo, Dhalai, Gumti, Juri, Khowai, Muhuri, Manu, • Need to be implemented in a time bound manner • Inter state river Longai and international river Feni in addition • Drainage Development schemes drawn – Rudrasagar, Kailashahar Projects under consideration : • Sukhsagarjala Drainage Development Scheme. • Dharmanagar Town Drainage & Suknacherra flood protection • Flood protection and anti-erosion scheme of Howrah river • Drainage Development Scheme of Udaipur town. • Anti-erosion projects of Manu and Deo river

Infrastructure – Flood Management Other Major Projects Taken up by SFCB with MoWR • Khowai town embankment and Ramcherra revetment.- Rs.418.76 Lakh. • Flood protection of Kamalpur town under Salema block.- Rs.626.50 Lakh. • Anti-erosion of river Muhuri protection of Belonia town- Rs.640.381 Lakh • Anti-erosion of river Feni for protection of Sabroom town.- Rs.741.35 Lakh. • Proposed Agartala town protection including extension of Ranjitnagar embankment up to Border.- Cost Rs.3500 Lakh. (TAC approved) • Issues – GoI Provision for sanctioned projects Rs. 15.04 cr against estimated cost of Rs. 24.27 cr. & International clearance of Belonia / Sabroom projects EAP for Irrigation & Flood Management • Initial project proposal irrigation and flood management -- Rs. 475.65 cr. • Approval of the PC / DEA / WB in September 2002 • Recast / updated proposal sent in February, 2005 for EAP Total Rs. 907.54 cr • Including Irrigation schemes -Rs. 427.18 cr ; and FM works Rs. 480.36 cr ;

Infrastructure – Drinking Water DRINKING WATER SUPPLY FOR RURAL AREAS • Water Supply in rural areas mostly from underground sources. • PHED for Piped Supply mainly through DTWs ; RDD for Spot Sources • Of 7412 habitations (1992) coverage 2003-04 NC – 00 ; PC – 332 ; FC - 7080 • Resurvey for exact status of habitations / drinking water supply / quality • Major quality problem in underground water -- excess dissolved iron PHE STATUS & ACTION PLAN • 641 rural DTW Schemes running under PHE ; 63 OHR ; 60 IRP • Construction of 39 OHRs and 118 IRPs targeted / in progress. • 2 rural MSWT Plant commissioned and 5 in progress for areas with low DTW success • Sinking / replacement DTW, Over Head Reservoir, Iron Removal Plant / • Rural WTPs where dependable surface water sources exist • MSWTP in rural areas with water sources of lower capacity • Procurement 4 High capacity Rigs for low water table areas & 4 Other Rigs FUND REQUIREMENT • Total Rs. 18663.00 lakh ; DTW new / replacement Rs. 7663.00 lakh ; • OHR Rs. 1550 l ; IRP Rs. 3750 l ; MSWTP Rs. 4800 l ; Rigs Rs. 9000 l

Infrastructure – Drinking Water DRINKING WATER SUPPLY FOR URBAN AREAS • Traditionally, through DTWs -- 66 urban schemes in 2004-05 • Recent constructions of Surface water treatment plants -- 08 commissioned ACTION PLAN • Maximizing coverage in urban areas through surface water treatment plants • For AMC areas – • Replacement of DTWs with WTP except in North Zone • Remodeling of pipelines proposed -- project proposal Rs. 13.54 crores with GOI • Proposed ADB funding for augmenting Agartala water supply system • Urban Areas -- New laying /expansion of pipeline coverage • Coverage of 5 new Census Town under AUWSP for GOI sanction / funding. FUND REQUIREMENT • Total Rs. 7535.00 lakh ; AMC areas Rs. 4570.00 lakh ; • Nagar Panchayat area Rs. 1865.00 lakh ; Census Town areas Rs. 1100.00 lakh
