  3. 1) EUROPE AND CEN THE CEN = Comité Européen de Normalisation (European Committee for Standardization) includes 30 standardization bodies of: • 26 countries members of European Union • 3 countries members of European Free Trade Association • 1 country which will soon become member of EU. and • 4 affiliates which are negociating the entrance in EU NOTA: the votes are weighted according to the income of each country (in ISO 1 country= 1 vote)

RELATIONSHIP BETWEEN CEN & EU(NEW APPROACH WAY) • As the EU legislation gives only essential requirements and no more technical details, the commission mandates CEN to write harmonised standards giving a 'presumption of conformity' to the essential legal requirements included in the Directives. • Those standards are written by the stakekolders • It is important to note also that many other CEN standards are written by the stakeholders without constraint of the reglatory bodies which is the case for our Petroleum, Petrochemeical & Natural Gas Industry.

  5. 2) VIENNA AGREEMENT • Agreement on exchange of technical informations between CEN and ISO in force since june 1991Transfer of work from CEN to ISO (or vice-versa). • OUR CEN WORK PROGRAMME IS DONE AT THE ISO LEVEL WITH EUROPEAN PARTICIPANTS. • EACH ITEM IS VOTED AT ISO LEVEL AND CEN LEVEL AT THE SAME TIME OR AFTER ADOPTION IN ISO This agreement allows us to perform the Industry goal to get : global standards used locally worlwide.

IMPORTANT FACTS ON CEN(to have in mind) Each time an EN standard is adopted, each of the 30 nations members of CEN has to adopt it in its national collection and to cancel any existing national standard on the same subject. They may be published in the national language or in one of the three official languages of CEN ( English, French or German) In Europe, Standards are not usually mandatory unless a regulatory body (European Commission or national regulatory body) gives an obligation to use such standard.

  7. 3) CEN TC12 • TITLE:Materials, equipment and offshore structures for petroleum, petrochemical and natural gas industries • SCOPE: Standardization of the materials, equipment and offshore structures used in drilling, production, transport by pipelines and processing of liquid and gazeous hydrocarbons within the petroleum, petrochemical and natural gas industries, excluding on-land supply systems used by the gas supply industry and those aspects of offshore structures covered by IMO requirements (ISO TC8). • The standardization is to be achieved wherever possible by the adoption of ISO standards.

  9. CEN TC12 VISION • CEN TC12 is in line with the ISO TC67 & OGP vision: GLOBAL STANDARDS USED LOCALLY WORLDWIDE and with the goal: DO IT ONCE. DO IT RIGHT. DO IT INTERNATIONALLY • Therefore our standards are developed within ISO TC67 and Sub-Committees and adopted back in CEN TC12.

COOPERATION WITH ISO (3)through VIENNA AGREEMENT If the ISO vote and the CEN qualified one is positive, we will have the same standards in both organisation (for example): ISO xx xxx:200y EN ISO xx xxx:200y and then by obligation in each European Country, member of the European Union only, you will have a national adoption within 6 months. GLOBAL STANDARDS in ISO, CEN and API ON THE 31th of DECEMBER 2006 Amongst 130 ISO TC 67 DOCUMENTS CEN TC12 has 102 EN ISO or EN (ISO modified) STANDARDS • 20 documents are only published in ISO. • 57 documents are only published in ISO and CEN. • 8 documents are only published in ISO and API. • 42 documents are published in ISO, CEN and API. • 3 documents are published in ISO, CEN and NACE
