  6. Project Goal Create a Program That Reduces Water Used Designated for Crop Irrigation, Thereby Facilitating the Redistribution of Clean Water for Citizens in Need

Objective #1 Work with community leaders to educate local farmers about the program and identify 30 farms that would be willing to participate in the pilot program Timeline Spring 2009 Activities 1) Identify community leaders to become involved with pilot project 2) Monitor current resident behavior regarding water use 3) Monitor crop yields and labor input 4) Hold educational community meetings to select interested farmers 5) Make home-visits to selected farms 6) Begin farmer training and emphasize why they should participate 7) Create farmer committee to oversee/assist farming activies

Objective #2 Make contacts/educated Chennai City Government to Garner Support • Timeline • Fall 2009 • Activities • Employ Indian policy expert to introduce the project to the city and act as an advocate and intermediary • Identify and highlight social and economic benefits to the city • 3) Use monetary incentives to entice city to participate in pilot program

  9. Objective #3 Install Drip Irrigation System (n=30) • Timeline • Spring 2010 • Activities • Order/receive drip irrigation tubing and deliver to farms • Hold workshops to educate farmers about installation procedures • Assist with actual installation of drip irrigation system

  10. Objective #4 Create a Market for a Portion of the Unused Water by Involving the Chennai City Government • . Timeline • Spring 2010-Fall 2010 • Activities • Determine amount of water that is saved by drip irrigation installation • To avoid perpetuating current overconsumption of water, set and document strict limits on the amount/portion of unused water that can be sold to the city • Allow famers to sell their portion of unused water to city of Chennai • Document amount of water sold, payment information and pickup of water. Appoint both city and farmer committee to oversee this documentation • Make city responsible for the distribution of water to citizens in need (slums)

Objective #5 Evaluate Success of Pilot Program • Timeline • Fall 2010 – Fall 2011 • Activities • Measure crop yield/compare to pre-project yields • Survey farmers about their view on the success of project • Survey city of Chennai on their view of the success of the project • Determine amount of water saved • Determine amount of increased crop yields • Determine the number of people in city who benefitted from the clean water bought by city

Objective #6 Create a Committee of Rural Farmers and City Officials to Educate Others and Expand Program • Timeline • Spring 2012 • Activities • Create a permanent committee represented by the stakeholders: farmers, community leaders and city officials • Ask committee for suggestions when implementing the permanent program • Set up regional/seasonal workshops in the expanded area to increase knowledge and interest • Use city funds that were saved from not having to expand/rehab major infrastructure to buy and help install drip irrigation systems for other farms

Results Assessing Results ~ What We Will Measure - Survey farmers and city officials from Pilot Program - Document how much money farmers earned from water sales -Verify the increase in crop yields -Determine how many city residents benefited from water sold by farmers -Quantify how much capital Chennai saved by buying water from farmers instead of infrastructure rehab -Calculate the amount of ground water that was conserved using drip irrigation

Role of Stakeholders Farmers: Installed drip irrigation, monitored decrease in water use and increase in crop yields, help expand knowledge of permanent program Local Community Leaders: Liaison between CEDW and Farmers, helped build trust with farmers, concerned with water overconsumption Chennai City Leaders: Concerned with lack of clean water for residents, financially support permanent program expansion
