Portrait of Kompetenznetze • Initiative of the Federal Ministry of Economics and Technology (BMWi), launched in 1999 • „Club of the best clusters / network management in Germany“= quality label • Membership in close cooperation with the BMWi; an independent advisory council assesses cluster managements that like to join the initiative (and ask to step out if requirements are not longerfulfilled) • VDI/VDE Innovation + Technik runs the agency and provides all services • No funding of cluster managements! • Support, training, benchmarking, joint working groups, demand-based networking / matching between cluster managements,… are key actions • Improve the networking between industry and research • Support the development of (internationally) visible clusters. • Further increase of cluster management excellence is high on the agenda • Support of SMEs in clusters of high relevance

  4. Locations and competencies • 99 clusters • 9 innovation fields • 8 regions • No funding of cluster managements and cluster projects, but tailored services

Working groups and individual support • Working groups: • Financing (e.g. service development, controlling) • Innovation management (development of a tool box for innovation management) • ICT Clusters (international competence atlas) • Cluster Management Excellence • Quality and impact assessement of Clusters in the field of energy and environment • Individual support of clusters: • Support with strategy development • Restructuring and mergers • Cooperation requests

Workshops and conferences • Public Relations • Further education and training • Cluster Management Excellence • Intellectual Property Rights • How to make a cluster sustainable • The cluster as a platform for acquisition: challenges and opportunities • Lectures at fairs, e.g. Hanover Fair • Annual Conferences (annual prize award)

  7. International networking with other clusters – recent examples • Joint workshop of Competence Networks Germany with the Norwegian Centres of Expertise on internationalization of clusters • South Korea – Korean Scientific Cooperation Network with the European Research Area (KORANET) • Meeting with an economic delegation from Shanghai • Presentation of competence networks at international conferences • Cooperation with other funding initiatives, e.g. Energy Efficiency Export Initiative of the Federal Ministry of Economics and Technology • Ad-hoc contact brokering for members of competence networks

Benchmarking and quality labeling • Benchmarking has been offered to the members of the initiative since 2007 • Benchmarking approach was further developed for the NGPExcellence project • Participation of the Management Agency Competence Networks Germany in the European Cluster Excellence Initiative: Development of a cluster management quality label

Leading-Edge Cluster Competition: Objectives Objectives • Launched 2007 by BMBF – important part of the High-Tech Strategy • „To take Germany to the top of the league of technologically advanced nations.“ • Forming high performance clusters to boost Germany‘s innovative strengths Concept • Three rounds of competition approx. 18 months apart (2007, 2009, 2011) • Selection of up to five clusters per round • Funding for a period of no longer than five years • Available funding up to 40 Million Euro per round • No thematic priorities • Selection by a jury
