VISION AND MISSION VISION • To transform the SAPS to be in line with the spirit and purport of the Constitution. MISSION • To promote proper police conduct.
LEGISLATIVE MANDATE Section 53 (2) of the South African Police Service Act provides ICD with mandate to: • May mero motu or investigate complaints of any misconducts or offence committed by SAPS members • Shall mero motu or investigate death in police custody or death as a result of police actions • Any other matter referred by the other institutions or the minister
LEGISLATIVE MANDATE Section 18 of the Domestic Violence Act provides the ICD with mandate to: • monitor the correct implementation and compliance by SAPS • To play an oversight role on SAPS
PRO-ACTIVE OVERSIGHT ROLE • Conduct cell inspections • DVA Station visits • Awareness campaigns • Community outreach
NUMBER OF CASES RECEIVED • DVA Related matters – (11) • Completed – (9) • Closed – (2- unsubstantiated) • Awaiting exemption/disciplinary action – (9) • We had a meeting with an Official from the Office of the Provincial Commissioner on the 16/02/2009 to address the outstanding disciplinary action matters. An agreement was reached in terms of which he shall report progress on monthly basis.
STATION AUDITS • In pursuance to our Project Compliance Report conducted during the 2007/ 08 financial year 66 Stations out of 109 Stations were audited to monitor their compliance with the Domestic Violence Act. • These were stations which were found to be below par in as far as compliance is concerned. • The audit was therefore meant to check whether they had rectified the shortcomings which were identified in the Project Compliance Report. • Our findings were that very little appeared to have been done by the stations concerned to rectify the mistakes. • A large number of personnel, especially in the Community Service Centre (CSC) are not conversant with the Act.

FILLING OF VACANCIES • We experienced a staff turn over of ten people and that had a negative impact in our budget as well as operations. • All vacant posts were filled within a month by promotion of four internal candidates. • We appointed seven interns whom two were later permanently appointed by the department and five by other government departments.
ESTABLISHMENT OF SATELLITE OFFICES • A Satellite Office has been established at the Eastern Free State (Bethlehem) on 01 April 2008 and to date it still accommodated temporarily by SAPS. • The Office started operations on 01 May 2008 with three staff members. • There is still a need for a Satellite Office at the Northern Free State (Kroonstad) as we experienced high complaints intake from that side. • Presently one investigator is dealing with the Northern Free State matters.
