  2. Underlying philosophy • “Most councils have, in one way or another, treated the community outcomes process as an extension of the type of consultation they were used to undertaking…. This is not what the Act appears to require. Instead, it was intended to achieve a major shift away from the council as decision maker to the council as facilitator of a community strategic plan.” Peter McKinlay, June 2004.

Background • Mid-1990s ICLEI Model Communities Programme (Agenda 21 consultation – 4500 people) • Late-1990s consultation for Hamilton’s Sustainability Indicators • 1997, 1999 Hamilton’s Strategic Plan (Local Agenda 21) – p 15 signals development of Community Action Plan • 2002 Hamilton’s Strategic Plan (HCC response) – p 41 signals develop of Community Action Plan • 2004 LTCCP “Hamilton’s Community Plan” – an interim document leading up to 2006

Aims • Comply with Section 91 of the Local Government Act • Provide an opportunity for Hamilton communities to discuss and prioritise their desired outcomes for the forthcoming ten years or more • Engage other key stakeholders in planning and implementing the consultation process • Provide a framework for improved co-ordination and application of resources to promote the sustainable development of Hamilton communities • Provide a framework for monitoring and reporting progress towards community outcomes as required by Section 92 of the Act

Consultation Steering Group Terms of Reference include…… • Consultation stage only • Represent Hamilton communities rather than organisations • Support the process through promotion/communication • Develop Backgrounder ("information and inspiration") • Decide consultation tools and scope • Contribute resources as appropriate • Interpret community visions - develop draft set of 6-12 high-level community outcomes plus SMART goals • Interpret survey results - feedback and priorities • Make recommendations for subsequent stages

HCC ‘Project Support Team’ Terms of Reference include…… • Support role only • Oversee Council’s contribution including funding • Facilitate Council responses to decisions made by the Steering Group re consultation • Monitor progress of the Steering Group • Foster internal buy-in • Facilitate responses in relation to Council’s LTCCP • Serve as a model for whole-of-organisation responses
