European Fund for Regional Development – 2007-2013 – relevance for Roma population • The mono-fund approach as new compared to multi-fund approach 2000-2006 and its impact on the complexity of issues facing Roma population. • DG Regio initiated consultations with civil society in 2010 and stressed the relevance of application by member states of changes in art.7 of ERDF Regulation starting this programming period. • Limitation on interventions in Roma neighborhoods

Regional Operational Programme 2007-2013 Romania • Differences in consultations within the preparation of the programming phase in terms of consideration of the socially vulnerable groups compared with SOPHRD. • Limitation of applicability of interventions in neighborhoods with significant Roma population (Urban rehabilitation, social infrastructure.

  4. Issues of implementation of the ROP in Romania • Applicationprocess: issues of eligibilityofpotentialbeneficiaries and activities; • Evaluationprocess: the crucial importance of thehorizontal theme of equalityofchances; theuseofexperiencedevaluators on issues of Roma inclusion; issues on thetransparency of theevaluationprocess; thelackof NGO representatives, particularly of social NGOssuch as on Roma issuesfromthe Monitoring Committee of the ROP;

  5. Issues of implementation of the ROP in Romania (continue) • Housing as a crucial entry point braking the cycle of poverty exclusion and discrimination. • Selection of neighborhoods by local institutions considering deterioration and social needs not only economic and political interests. • Limitation of funding for social infrastructure.

  6. Recommendations for the preparation of 2014-2020 programming phase: • broad consultation to include Roma NGOs in the development of strategic priorities of the NDP and SNRF; • the revisiting of the implementation system on issues regarding priorities, eligibility of activities and potential beneficiaries, encouraging of partnerships (public, privat, NGOs); • the development of a transparent system based on broader consultation with a view to the Monitoring Committee and the system of launching the calls for proposals, evaluation and implementation; • the development of clear evaluation criteria in which the horizontal themes to be effectively considered in all stages (initial evaluation, monitoring during implementation and post-monitoring.
