F.A.S.T.E.R History • FASTER is an Electronic Transcript System that creates virtual “mailboxes” in a central DB2 database for all institutions. Institutions build files of transcript requests, filling in as much demographic identification information as possible. • Institutions transmit transcript request files via NWRDC to the central database and run programs to load them into the addressees’ mailboxes. Addressees run programs to extract files of requests from their mailboxes and retrieve them via NWRDC. Addressees use the demographic information in the requests to match against their local system and build transcript files to respond to the requests.
F.A.S.T.E.R History • The Electronic Transcript System covers all three levels of public education: School Districts, State Community Colleges, and Universities. • Historically, there has been three types of transcripts: - Interdistrict (called “student records” instead of transcripts, to distinguish from high school transcripts), - Secondary-to-Postsecondary (high school transcripts, similar to Interdistrict records), - Postsecondary. • There are various Aging Reports, Data Files, and Print Programs created to assist institutions in the transmission of transcripts, and resolution of problems. • FASTER is the conduit to transfer these transcripts from one institution to another. It is not a repository that contains historical data for all transcripts submitted.

Implemented Changes:Race and Ethnicity Codes • K-12: Both new and old Race/Ethnicity codes were required for the current school term to pass the FASTER edits. For the next school term, only the new codes will be required. • Post-secondary: Next school term, Race and Ethnicity codes will be required to pass the FASTER edits.
IMPLEMENTED CHANGES:College Readiness Course Information • The requirements for the printing of the College Readiness Course were defined by the State College, Technical Center MIS and Accountability, Research and Measurement (ARM). To produce the printed courses on the Cumulative Summary page, two FASTER record formats were used: IS04-Course and IS08-Test Scores. • The was accomplished in the SRTS12CC program by utilizing a table to retain information read from both record types. In order to determine the requirements, the grade level, test name, test score type, test score, and test subject content were utilized. • This was implemented in both SRTS12CC and SRTS12IS (High School). Three course numbers were used in the determination: Writing – 1009370, Reading-1008350 and Math-1200410. • For more details: http://www/fldoe.org/FASTER
Migrant Student Information Exchange (MSIX) • There will be three additional fields added to the FASTER database to encompass the federal MSIX requirements: Enrollment Date, Withdrawal Date, and School Number. These fields are required for MSIX but can be used with the Non-migrant records. More details about these proposed changes will be forthcoming. • The MSIX application will be discussed tomorrow, June 9th from 9:45 am to 10:45 am at the MSIX/FASTER presentation with Jay Rembert and Laverne McKenzie. Bright Futures Update (SB04) Bright Future Scholarship Requirements • Removal of Major Area of Interest. • SB 4 eliminated the Florida Comprehensive Assessment Test (FCAT) for high school math and science courses. With end-of-course exams for future graduating classes. • These revised requirements are for the standard 24-credit, career and college preparatory diplomas. Because the Florida Gold Seal Vocational Scholars (GSV) award is based on the core credits required for high school graduation (whichever diploma is chosen), the new high school graduation requirements will affect the GSV evaluations. • Because the FAS and FMS evaluations are based on the 16 college preparatory credits, the new high school graduation requirements do not affect the FAS/FMS evaluations.
Bright Futures Update (SB04) Bright Future Scholarship Requirements • GSV – 4yr Standard Diploma: 2014 graduates - New Math criteria: Geometry, or an equivalent, required for 2014 graduates. - New Science criteria: Biology 1, or equivalent, is not required until 2015 graduates. • GSV – 3yr. Career Prep: 2013 graduates - New Math criteria. For freshman entering 2010-11, 4 Math credits (Algebra 1 and above including Geometry). - New Science criteria: Biology 1, or equivalent, is not required until 2015 graduates. • FAS/FMS/GSV – 3yr College Prep Diploma - New Math criteria. For freshman entering 2010-11, 4 Math credits (Algebra 1 and above including Geometry). - New Science criteria: Biology, 1 or equivalent, is not required until 2015 graduates.
Bright Futures Update (SB04) Bright Future Scholarship Requirements • FMS (Test Score): - 2011 graduate: - SAT must be 970 - ACT must be 20 - 2012 graduate: - SAT must be 980 - ACT must be 21 - 2013 graduate: - SAT must be 1020 - ACT must be 22 - 2014 graduate: - SAT must be 1050 - ACT must be 23 • FAS (Test Score): - 2011 graduate: - SAT must be 1270 - ACT must be 28 - 2012 graduate: - SAT must be 1270 - ACT must be 28 - 2013 graduate: - SAT must be 1080 - ACT must be 28 - 2014 graduate: - SAT must be 1090 - ACT must be 29
Cut-over Date for Next FASTER Release (tentative) • Create a committee of users from the FASTER community: Districts, College, and Universities. • STRES Meeting - forthcoming • Cutover begins Friday, 11/5/2010. • No new postings after 6:00 AM • No new retrievals after 12:00 Noon • No Aging Reports after 6:00 PM (system shutdown) • New release in place by 8:00am, Sunday, 11/7/2010.
Cost Savings • Northwest Regional Data Center (NWRDC) reduced cost rates: • Class C: 40% cost reduction • Class G: 75% cost reduction • Off-hours processing: • Class C: weekdays, from 9pm to 5am • Class G: weekends, from 9pm Friday through 2am Monday
Cost Savings • If we can get the school districts that use the Evaluation Report Print function to run their jobs during reduced rate hours, we could save up to $3,000 in the coming year. • Please contact the FASTER staff at fstr@fldoe.org for assistance in achieving these savings.
Additional Cost-saving Measures • In last year’s presentation, districts were requested to use NWRDC’s reduced rate job classes whenever possible. • It is estimated that, if every FASTER user ran their jobs in class C, about $20,000 could be saved over the course of the next fiscal year.
Changes Are Coming • We will continue to explore avenues for cutting costs. • One avenue under consideration is the re-hosting of applications to a server-based environment.
