THIRA 2014 “Out-of-Tool” Template What they are & how you can use them to advance your 2014 THIRA development with Whole Community Partners Developed by Arrowhead Region Emergency Management Association (AREMA) Planner for local-level technical assistance August, 2014
Goals of the Tool • To assist you in the effective and efficient development of your 2014 THIRA. • To help you facilitate discussions with Whole Community Partners in providing review and feedback on the different core capabilities. • To allow you to work outside of the Tool during development and review, and then cut & paste from the worksheets when you are ready to do so.
Worksheets assist with Steps 1-4 • The worksheets are laid out just as they appear in the 2014 Unified Reporting Tool. • They are pre-populated with text for the Desired Outcomes and Capability Targets for each Core Capability. (Taken from the “THIRA 2014 Sample Capability Targets”distributed during Region 2’s THIRA trainings in June.) • You quantify the Capability Targets (i.e., __#miles, __#hours, __#days…) • You plug in your Greatest Estimated Impacts • You plug in your Resource Requirements
Each worksheet is enhanced with: • Noting the associated Mission Area for the Core Capability • Definition of the Core Capability from the National Preparedness Goal (NPG) Example: CORE CAPABILITY: Critical Transportation (Mission Area: Response) • NPG DEFINITION: Provide transportation (including infrastructure access and accessible transportation services) for response priority objectives, including the evacuation of people and animals, and the delivery of vital response personnel, equipment, and services into the affected areas. Including the mission area and definition of the Core Capability are included to reinforce understanding for the THIRA developer and Whole Community Partners who review it.
THIRA Out-of-Tool Template worksheet example THIRA Steps 1 – 3
Step 1: Identify Threats and Hazards of Greatest Concern Just as in the THIRA 2014 Tool (below), type in the three types of threats and hazards that you will be addressing.
Step 3: Enter Desired Outcomes, Impacts and Capability Targets On the worksheets, text for the Desired Outcome and Capability Targets are already provided. Insert greatest estimated impacts for at least ONE threat/hazard scenario. Then quantify the capability targets as indicated with ___#.
Step 4: Required Resources Screen shot of how Step 4 appears in the THIRA Unified Reporting Tool. You fill in what Resources are NIMS Typed Resources or “Other Resources”.
Step 4: Required Resources The Out of Tool Template helps with Step 4 by providing guidance on where to find assistance with NIMS typing in the URT Guide or online in the RTLT, and a reminder on what “Other Resources” are considered as.
Benefits of Using the Worksheets for Whole Community Review • They are easy to email as Word documents. • They are easy to mark up with comments by pen or to enter information on a computer. • Provides an easier viewing of information when sitting down with others to gather feedback. • Can act as an alternative to exporting the tool to others if that works better for you.
Template Worksheet - Pros & Cons • Pro: The out-of-tool templates may help you work on the THIRA without having to open the Unified Reporting Tool until you are ready. • Pro: It’s a user-friendly way to engage getting feedback from others. • Con: It will take more time to enter information in one place and then copy it to another. (But for some, it may prove to be more time-effective in the long run). The end goal is to help all Emergency Managers effectively complete the 2014 THIRA. This is one tool provided if you wish to use it!
