What is Entrepreneurship? • “The assumption of risk and responsibility in designing and implementing a business strategy or starting a business” (Schumpeter) • “ The activities of an individual or a group aimed at initiating economic activities in the formal sector under a legal form of business ” (WB) • Entrepreneurship is the mindset and process to create and develop economic activity by blending risk-taking, creativity and/or innovation with sound management, within a new or an existing organisation.. (Green Paper « Entrepreneurship in Europe » COM (2003) 27 (Council Recommendation on Key Competences for Lifelong Learning COM(2005)548

Approach • Bring together evidence based on projects carried out by Commission and Member States. • Highlight that good practice can be found in Europe: the challenge lies in spreading existing positive examples. • Support Member States in developing a more systematic strategy. • Financial support
