  4. Collaborative & Strategic Working Diversify the supply of public services: Rights To Provide: Employers accept suitable proposals from staff who want to take over and run services. Collaborative working with the voluntary and community sector?

  5. Collaborative & Strategic Working Community a right of challenge to run local authority services • Only possible with strong community activity • Potential for more flexible services – as opposed to ‘one size fits all’. • Greater opportunities for community control and delivery of services.
