  7. Planning vs. Reacting • Who controls your life? • Setting goals with your boss. • Whose pothole is more important?

  8. Allocates Resources • Bullfighting without a cape • People • Equipment • Materials and supplies • Which fire will you fight today? • Which resource is critical?
