  5. Systematic Approach of SIPRD to Training : 2000 Onwards TNA-2003 & 2008 Decentralized Training Cycle of PRIs: West Bengal TMD–2000, 2002,2005, 2006,2007, 2008(Ref. Trg.) TIA- 2004 TPRIs-2002, 2003, 2004,2005, 2006,2007, 2008(Ref. Trg. PRI) TOT- 2000, 2002, 2003, 2005, 2007, 2008

  7. STRATEGY OF SIPRD (2008-2013) 2. In order to enhance effectiveness and efficiency of newly elected Panchayat functionaries at least 1 time coverage of training of all elected representaives 1. Organizing TNA exercises before preparing training modules.

  8. STRATEGY OF SIPRD (2008-2013) 3. Coverage of ZP & PS members as early as possible. 4. Organizing District level TOT programmes.

STRENGTH OF SIPRD • Experienced , Skilled , communicative and very • sound subject specific faculties. • Large Infrastructure • Very equipped supporting staffs • Technical know-hows & Expertise. • Strong Networking with the field. • Very strong networking & good name with other • states • Regular communication with the field level • practitioners , activists , NGOs • Very active Cells. • Fellow-feeling and Fraternity.

WEAKNESSES • Lack of Manpower • Lack of Money • Low scope of exchanging views with • other institutions • Low scope of experiencing alternative • training strategy or latest training • methodologies • Low scope of faculty upgradation • No formal Resource-pool is there. • Less mobility support • Less liberty , less autonomy

  13. DEMAND SIDE GAPS No training coverage of ZP & PS members . No training coverage of EWRs. No timely training coverage towards Officials of PRIs. No training intervention towards opposition leaders . No Follow-up session has been done District Council members have not been addressed Need-based trainings are imparted less due to lack of manpower & lack of time

Targets of SIPRD • Chairpersons of 6 standing Committees 2000 • Special Training programme for lady Sabhapatis , Pradhans & Karmadhyakshas 1270 + 118 + 1000+ 2388 • Officials of ZP & PS 4100 + 450 • General Members of Standing Committees with opposition leaders 4000 • Follow-up Sessions of Sabhapati & Sahakari Sabhapaties 329 x 2 = 658 • Follow-up Sessions of Karmadhyakshas 329 x 9= 2961 • Training of general members other than the members of Sthayee samitis 1000 Refresher Courses of the officials 4500 • Members of District Council 18 x 5 = 90 • Need-based Training --------- • District level TOT 18 x 10 = 180 Total 25,715

Supply Side Gaps • Lack of Continuous Support towards PRI functionaries due to lack of manpower • Lack of necessary skill development ( photography ,doccumentation etc.) • SIPRD can’t play the role of Knowledge-Hubs properly due to lack of support-staffs • It has not used TDCC properly due to man-power. • TIS can’t be undertaken due to lack of manpower.

  16. Supply Side Gaps • Each cell is very effective but can’t perform optimally as no support staff is attached with each cell. • Field visit can’t be done due to lack of mobility support. • Ready training material can’t be supplied due to lack of Printing unit and man power within the institute. • A continuous monitoring can’t be done due to manpower.

  17. Supply Side Gaps • Training material as per need of the field can’t be supplied due to lack of manpower & lack of technical infrastructure as well as money • Regular monitoring of training or other problem regressal intervention can’t be done due to same reason.

  18. Requirements • Renovation & Upgradation of Class-room. • Training Aids --- Projector Machine (Hanging & Compact ),computers ( desktops & laptops ) , lease-line connectivity for internet users ,Large size wall-monitor , • Doccumentation Laboratory • A total Printing Unit • Upgradation of TDCC unit for communication with Zilla Parishad Panchayat Samitis and Gram Panchayats

  19. REQUIREMENTS • Upgradation of Cells with manpower ---- dedicated contractual support staffs , machineries etc. • Mobility Support --- two dedicated mobile van for field visit & doccumentation. • An autonomy like NIRD to serve effectively & optimally as per need . • Upgradation of Faculty through ----- • Faculty Exchange programme • Visit to Best practices • Common Issue-based Exchange Programme
