The status of capacity building in iDRM • Capacity Building measures are • Sporadic – there is a lack of systematic awareness building measures as well as tailor made training courses • not coordinated, • not standardised and • often not focussed on the right target groups • not linked to a recognised certification system • A network of trainers and training institutions is not in place • Important areas like HIRA, inclusion of spatial planning approaches, concepts for industrial estates etc. are not existing or underdeveloped (see presentations of Dr. Dubey and Mr. Rahgu Babu etc. in coming sessions)

The Status of Capacity Building in iDRM The ‘National Disaster Management Guidelines – Chemical Disasters’ of April 2007 states: “There is a need to strengthen the existing training institutions and set up additional training institutes in fire, risk assessment, certification, safety audit and emergency planning etc.”

The Need • Prevention without informed people who understand is useless -> Awareness Building • Informed people without knowledge what to do are helpless -> Knowledge/skill transfer • Knowing what to do without the possibility and the infrastructure to use the knowledge is desperate -> Development of infrastructure, processes and spatial zoning

The Need • The technical and informational infrastructure without key persons to plan, implement, use, and guide is ineffective -> technical and managerial Skills Training • Key persons and institutions without a clear mandate and support from the society and politicians are isolated -> Dialogue, institutional cooperation and participation • Awareness, knowledge and skills not passed to more people and the next generations are not sustainable -> Network of (Training) Institutions

The Response to the Need 1: Up-scalable Capacity Building Programmes We need not single Training Courses that are implemented sporadically ….. but • Capacity Building Programmes that are: • Standardised • Certified (certifiable) by a national/international Agency • Quality controlled • Capacity Building based on a professional Needs Assessments to make them target groups specific • Not for free

The Response to the Need 2: Information sharing and networking with proper tools and infrastructure Network of (Training) Institutions needs tools and processes for dialogue, institutional cooperation and participation • Common Platform for all training providers and target groups for • Qualified announcement and documentation of training offers • Sharing of best practices (accident investigation, mock drills, communication, etc.) • Accessible information collection • Coordination amongst like organisation • Quality guidelines for training and mechanisms for control

The Response to the Need 3: National Knowledge Coordination and Guidance Knowledge is scattered - information collection and analysis helps to learn form the past • We need a national resource centre for • … the collection of information on best practices / worst practices for single industries and industrial processes • … the establishment and coordination of accident data base • … a comprehensive collection of rules and regulations with comments and guidelines • … knowledge sharing with international organisations • … setting standards for capacity building quality • Upgrading DMI as a Centre of Excellence with adequate human resources and infrastructure

The Response to the Need 4: Putting relevant themes on the agenda • Competency in Hazard Identification & Risk Assessment (HIRA) - Estimation & Evaluation Skills for HIRA for emergency preparedness • Effective communication of HIRA to Community, regulators & Administration for effective management & better preparedness • HIRA based effective & uniform On-site & Off-site Emergency Management Plans throughout the country • Emergency preparedness for Transportation of HAZCHEM - Enforcement at Regional Level • Focus not only on single Industries but on disaster Risk Management and adequate infrastructure of industrial areas and parks and their siting.

We propose: Recommendations of the CIDM Conference • Strengthen the Disaster Management Institute Bhopal to develop into a “national Centre of Excellence” to meet better use its potential and expertise • To concentrate on the development and implementation of Disaster Risk Management in industrial Estates/Parks in the planning, development and management phases. Support the development of Capacity Building Programmes with the iDRM-Management platform Establish a resource centre at national level
