CDMA WPS – Background and Assumptions • WPS is a voluntary service based on FCC R&O 00-242 (WT Docket No. 96-86) for Priority Access Service • WPS provided only to National Security/Emergency Preparedness (NS/EP) personnel in key leadership positions authorized by the National Communications System (NCS), and assigned one of five priority levels • WPS being developed over two technology tracks – CDMA and GSM • WPS intended for circuit-switched voice and data calls • WPS standards work in TR-45.2 closely aligned with completed CDMA WPS Industry Requirements (IR) • WPS requires no modifications to the radio interface or Mobile Stations (MSs) • CDMA WPS assumes TIA/EIA-95-A + TSB-74 or later MSs

Definitions • WPS Call • A call originated by a WPS User by dialing *FC prefix followed by a valid DN • A WPS Call may receive priority treatment in the originating wireless network (radio access as well as switching network) and the terminating wireless network (if the call terminates to a wireless network) • Government Emergency Telecommunications Service (GETS) Call* • A call originated by an NS/EP individual by dialing a GETS DN (e.g., 1-XXX-XXX-XXXX) • Unlike a WPS call, a GETS Call from an MS does not receive priority treatment in the originating radio access network, although priority treatment is provided in the wireless switching network and the terminating wireless network (if the call terminates to a wireless network) • NS/EP Call • The term NS/EP Call refers to a GETS Call or a WPS Call * A GETS call is routed to a GETS IXC network, which validates caller’s GETS PIN, collects a destination DN from the caller through prompts, and the completes the call to the destination upon validation of PIN.

WPS for CDMA Systems – Service Operation • WPS invoked on a per-call basis by dialing the star digit code (*FC) + DN • WPS User’s MS validated by Wireless Priority Service Center (WPSC), which also stores the priority level • WPS Call request queued when no radio traffic channel is available at the originating MSC/BS • When a radio traffic channel becomes available, WPS Call is completed with NS/EP call indication and the priority level information in the network call setup signaling (i.e, ISUP) • Priority treatment (e.g., trunk queuing) provided in the switching network when congestion is encountered • Priority treatment (i.e., queuing) provided for NS/EP Calls in the terminating MSC/BS if no radio traffic channels are available
