Trends – demand side • Worldwatch Institute- State of the World 2007: ”In 2008, half of the Earth’s population will live in urban areas, marking the first time in history that humans are an urban species” • ”The leisure society”: Increased leisure time + increased mobility + increased income + increased part of the population being retired and/or unemployed = 1. Increased recreational pressure on rural areas from urban areas, including demand for second homes (2. ”Urban sprawl”: Second homes are converted to permanent residences at the urban fringe)
Trends – supply side • Rural areas: Declining population + Reduced activity in traditional rural economies + Rural life style /country life is less popular = need for developing new commercial activities, and a cultural change (modernisation/urbanisation) Tourism has become a powerful force in rural economic development. Second homes are an integral component of tourism in rural and peripheral areas
Oppland county • Northern parts: • -Depopulation • Huge recreational demand • Large areas designated as national parks/conservation areas Southern parts: - Shortage of land for development in towns/cities - Conflicting land use: Agriculture/development Recreational ”migration ” Permanent migration The Oslo region
Second homes: Curse or blessing? • Environmental impacts: - Consumption of land and energy - Transportation (capacity, standard, safety, pollution…) • Economical impacts – positive a) Development and use of second homes b) Taxes/fees providing income to the local community c) Knowledge “import” – increased innovation?
… impacts … • Economical impacts – negative Community services: Do for example health care, the water and sewage system have to be dimensioned to a large number of user in peak periods? Or, - a positive impact: An increased demand for community services? • Impacts on local identity: How is the local identity impacted when the number of visitors in periods exceeds the number of inhabitants? Impacts on children and youth? New ideas, life styles… positive or negative?
… impacts … • Democratic impacts: - Are non-permanent residents entitled to democratic rights (like voting in local elections) if they pay local taxes? • Impacts on population number: - Increasing property prices: Displacement of permanent residents? - Transformation of second homes into permanent housing – in what areas is this a possibility?
From talk to action, included more talk… Network for Exchange of Best Practice? What policies, initiatives and interventions can be applied at local/regional level to maximise the benefits and minimise the negative impacts of second home development? Interested regions throughout Europe (cooperation with Euromontana?) Newsletter (information on research, seminars, policies, management actions) + annual working seminar + field trips
