  4. Importance • Meet social and other needs • Help public services to be better • Enable citizen/public involvement • Provide jobs, training, routes to work • Contribute to economy • Harness volunteer effort

  5. Rhetoric vs reality • High political attention but front line groups struggling • Engagement with VCS critical but often little funding • Compacts in place – but lack teeth

  6. …continued • Health-VCS engagement often weak • Better collaboration in VCS • Full cost recovery – but in practice? • VCS involvement in LAA devt. • and delivery variable

  7. So….. • More understanding of each other • Learn with each other • Proper resourcing for VCS engagement • Embed compact throughout org. • VCS leadership and strategic thinking
