Background • The Objective of the Essex Waste Partnership 2009 OBC agreed by the Council in July 2009 is to: • divert as much Municipal waste away from Landfill as possible; • Reduce the increasing cost of Waste Disposal over time; • Diversion from Landfill will be achieved by: • Waste Collection Authorities collecting more recyclables; • Treatment of black sack residual waste to: recover Recyclables; make a fuel for use by others; and reduce the mass and biological activity of residual waste sent to Landfill; • Collect household food waste for treatment at an in County plant;
Introduction to Current Activities • The Essex Waste Partnership 2009 OBC delivers ‘in Essex’ facilities for: • - treating black sack residual waste • - treating Bio-waste. [household food waste and green garden waste] • - providing a network of waste transfer stations [delivery points for black bag residual waste and food waste]
Current Activities • Residual waste treatment procurement. • 7 bidders have been reduced to 3 [Resources from Waste; SkanskaCory & Urbaser]. Procurement Stage -Detailed Dialogue. • Bio-waste treatment procurement [south Essex]. • Procurement Stage – Evaluation of Pre Qualification Questionnaires. • Identifying a location for a Bio-waste site in north Essex. • Securing locations for 5 waste transfer stations [WTS] in Essex; Southend/Rochford waste transfer station location is our Central Cleansing Depot. • WTS site layouts being scoped. • Regular monitoring of recycling levels being achieved by the Partner Authorities. • Maintaining current joint contract arrangements for Disposal of Residual Waste; Bio-wastes and Special wastes.
Activities for the Future • Scoping the delivery of a Fuel Use procurement to use the Solid Recovered Fuel [SRF] which the Residual Waste Treatment Plant will be capable of producing. • Scoping the management arrangements for the new contract arrangements. • Developing contingency plans if delays occur in respect of the deliverables discussed. [None expected at present]
