Basic Tenet we believe: if you don’t know what your instrumentation is doing….. then you can’t say with any confidence what quality data you’ve got. ergo the instrument database is important
Instrument Database • DWE has operated the Hydstra Instrument database since 1989 in some form or other • It was initially just used as an inventory for hydrometric assets (ie current meters and associated hydrographic equipment)
However • With the regionalisation of the Department in 1990, the hydrometric unit was divided into 6 major regions • Each of those regions became largely autonomous • Each of the regions headed their own way with instrumentation and instrumentation management
Next to Latest Incarnation • With the creation of DWE in 2007 there was a move back to centralised management and a greater recognition of the need to have centralised reporting and common systems across all hydrometric activities
Current Hydstra Instruments use • Now used by OoW to capture all hydrometric instrumentation information: • Asset management records (INSTREG) • Location records (INSTHIST) • Service / repair records (INSTREPR) • Calibration records (INSTCAL) • Now we have: 705 model numbers registered 21689 instruments registered
Drivers for Change • Asset management requirements driven by Federal projects • Improve the link between our instrument and calibration records to our data quality • Use HYVIST to capture test and measurement records • Better reporting on the data from our instrument database • A consistent, national approach….. if possible
1. Federal Projects • Effectively our whole network (~ 1000 SW sites) will be replaced by new technology and telemetered within the next 3 years • NWC – Hydrometric Network Expansion • $6 million over 3 years • Install/upgrade ~ 150 new sites • Convert ~ 300 sites to IP • BOM – Modernisation Project • $4.3 million in last 2 years (not only hydrometric) • Upgrade shelters and infrastructure • Upgrade loggers, sensors and telemetry for the remaining sites
1. Federal Projects • We need good asset management reporting • ie what went where when • We need to prove we aren’t double dipping • We need to be able to forecast replacement intervals and costs • We want to improve standardisation/consistency across the state • When Federal funds run out we will need to be able to secure state funds for asset replacement
2. Quality Codes • DWE introduced a new quality coding system which tried to link instrument performance to quality codes Quality 1 - No data in the period have been adjusted from sensing system measurement in any way - see code definitions

2. Quality Codes • However it’s probably a tad too complex • You have to know what each code means for each sensor • There is no easy way for a user to link this objectively to data quality • It is not easy to rank/group quality • And there was no easy way to relate it to our instrument records • So we are looking at making some changes
HYVISIT • It’s a site visit management system being rolled out state wide • its been in use in various guises for over 20 years in some areas • You start off by creating a set of questions (CODES) • Assign question(s) to instrument model(s) • Decide whether you want it to be a prompt for actions • Decide if you want to record the results (INSTRESP) • You can also link different questions to different types of visits (eg. regular, special, annual, instrumentation) • The questions will be activated according to the instruments/equipment installed at a site

Proposals for Hydstra Modifications • New structure for INSTMOD • Linking of calibration records to Instruments • Changes to HYVISIT especially reports • Possible standalone version? • Changes to HYDMWB to access data from Instrument database and INSTRESP • New KPI’s and Reporting
a) New Structure for INSTMOD Recommending 9 core INSTMOD Groups • Recording devices • Sensors • Test & measurement equipment • Plant & equipment • Surveying • Infrastructure • Power systems • Communications • OH&S

How can this be achieved ? • With modifications to existing fields and the creation of additional fields in INSTMOD & INSTREG • In INSTMOD • Primary Key = Model => Core groups • Secondary Key =New = options under core groups • In INSTREG • Same Primary and Secondary Key as INSTMOD • Cost renamed to Purchase Cost • New Fields – Manufacturer, Manufacturers Model Number, Purpose
b) Other Proposed Database Changes • Ability to linking to relevant documents • Ability to add hyperlinks – eg. calibration doco, photos, technical specs etc • Other reporting Options • Financial aspects – eg. depreciation calcs • Service and calibration scheduling
c) HYVIST Enhancements • Linking of Visit records to Instrument models • To enable better instrument reporting • Better links to TS data • Historical date-stamping – instrument performance, hydrographer changes (integration with HISTORY database) • OH&S issues (eg. record of site inductions) • Full standalone operation and auto uploads
d) Data Managers Workbench • Linkages to Instrument records • e.g. be able to view reference values (staff gauge and counter readings) collected from HYVIST during editing
e) KPI and General Reporting • Ability to report on the ongoing relationship between the reference point (staff gauge/benchmark) and the sensing recording system. • The KPI is whether the performance check meets our standards (+/-10mm or 1%). A non conformance could be attributed to the sensor, logger or staff gauge a combination of them. • Ability to report the % of logging and or sensing systems that result in height data greater than 5mm, 10mm and 15mm from the reference (SG) and hence overall system performance. • Ability to report on the amount and % of record recorded of missing or poor quality record attributed to a type of sensor, type of logger, type of station per station, hydrographer, area, client, state. • Ability to report on the total number of failures of a type of equipment and the resultant affect of these failures.
e) KPI and General Reporting • Register the control as a instrument and be able to report the % of times that the gauged flow deviated from the existing rating curve by 5%, 10% 15% 20% and above per station, area, client, state, hydrographer • Be able to reflect the depreciation status of individual equipment and/or the station. • Be able to report the current status of individual station, roll up to a report for area, hydrographer, client, state on the calibration, performance check per our procedural requirements. • Be able to extract history for a particular piece of equipment or station, client, area or state
Where to from here? DWE have submitted a BOM project proposal for 2009/10 • National 2 day workshop to examine instrument record management • Hopefully establish an agreed overall vision and consistent Australian wide approach • Proposed to be under the aegis of the AHA • Funding for initial modifications to the Hydstra Instrument database
Possible outcomes ? • AHA forum with reps from all lead State water agencies to discuss national approach to instrument and calibration records • HUG - Instrument users group established to drive changes to INST Manage
Moving Forward • What ever the outcomes of the BOM funding proposal we would like to move forward • We will be requesting changes to the INST databases • We would like them to be consistent with a nationally adopted practice • Would you like to be part of this activity??
