  3. I. Overview of the process so far

  4. Preparatory meetings & launching event • July 2009 / February 2010: 3 Multi-Stakeholders preparatory meetings to commonly define: topics addressed, sequencing of working groups, timeframe, etc. • 23rd March 2010: Official launch of the process by Commissioner Piebalgs.

Events in images and numbers • In total, 11 European CSO&LA platforms have been consulted together with around 400 CSO&LA representatives coming from 50 Partners countries (150 participants in Bamako from 15 countries; 150 participants in Asunción from 17 countries and 110 participants in New Delhi from 16 countries). • MS and MEP have also been actively involved both in regional seminars & working sessions in Brussels, as well as EC personnel and EUD.

Three Supporting initiatives • Targeting specific issues: • Development Education & Awareness Raising activities in Europe: DEAR seminar took place in October (11th-12th) & final report available on CISOCH • Local Authorities’ role in development: 4th Day of each Regional Seminar • (iii) Human Rights & Democratisation: Amman seminar for ENP countries took place in June-July (29th-1st), 2010 • Results of these 3 supporting initiatives will be integrated in the Structured Dialogue process before the final conference: Working Group 3 & final Issue paper.

  12. Where are we standing regarding each Working Group? WORKING GROUPS OBJECTIVES STATE OF PLAY WG1. Roles and added value of CSOs & LAs in EU external cooperation Better define the roles and added-value of various categories of CSOs & LAs in cooperation All themes covered in the course of the 3 European working sessions + 3 regional seminars A preliminary wrapping-up document has been elaborated = Basis for the consensus-building process Better characterize the division of labour between stakeholders and complementarity in approaches and programmes WG2. Complementarityand coherence within the Aid Effectiveness Agenda WG1&2 conclusions (reformulated as funding needs) form the basis of WG3 debates Debates have taken place in 2010 regional seminars + October session & will feed 2011 discussions. Identify ways to adapt EU aid modalities accordingly WG3. EU aid delivery mechanisms

PROMOTING AN ENABLING ENVIRONMENT FOR CSOS&LAS TO OPERATE 2.POLITICAL MULTI-STAKEHOLDER DIALOGUES 3. INTER-REGIONAL AND INTER-FAMILY COMPLEMENTARITIES BETWEEN ACTOR 4. TERRITORIAL APPROACHES TO DEVELOPMENT: CSOS&LAS ARTICULATION AND CSO PARTNERSHIPS AT THE LOCAL LEVEL WORKING PAPER 2: COMPLEMENTARITY AND COHERENCE WITHIN THE AID EFFECTIVENESS AGENDA 1.THE OWNERSHIP & ALIGNMENT PRINCIPLES AND THEIR PRACTICAL IMPLICATIONS 2.THE RIGHT OF INITIATIVE OF CSOS & LAS IN VIEW AND IN LIGHT OF AID EFFECTIVENESS AGENDA 3.MUTUAL ACCOUNTABILITY AMONG ACTORS 4.DIVISION OF LABOUR AND HARMONISATION AMONG DONORS AVAILABLE ON CISOCH AS FROM THE 30th OF NOVEMBER/ https://webgate.ec.europa.eu/fpfis/mwikis/aidco/index.php/SD:_Wrap-up_session_EDD

  14. Structure of the wrapping-up document (ii): FOR EACH of the 8 THEMES (4 Topics per WG): • FOREWORD • SYNTHESIS OF DISCUSSIONS • PRELIMINARY CONCLUSIONS (KEY MESSAGES) • PRELIMINARY RECOMMENDATIONS (TO ALL STAKEHOLDERS INVOLVED)

WG1&2 wrapping-up document:What feedback is expected from platforms? • Deadline for comments: 25th January 2011 • Comments via the BLOG & contacting the TA • Some important considerations: • Concentrate on key messages and preliminary recommendations; • Be precise and concise in your remarks and propose, when and where deemed necessary, alternative formulations; • Remain faithful to debates held so far and avoid lengthy elaborations/ reflections. 15

  17. The links between WG1&2 and WG3: from the needs to the aid modalities (ii) Technical Fiches are currently being drafted on each modality to be used as a starting point for January discussions: available online before Christmas.

  18. III. Next steps and milestones in the consensus-building process towards the Final Conference

Next steps in the consensus building process Janv 2011: Preliminary wrapping-up for WG1&WG2 + 2nd session WG3 March 2011: WG session to fine-tune consensus April 2011: Draft Issues Paper (including Wg3 debates) May 2011: Presentation and discussion of Issues Paper during the Final Conference Final Issues Paper Iterative & participatory process 1st step in consensus building 2nd step in consensus building 3rd step in consensus building

  20. 2011: Two sessions in Brussels 26th & 27th January morning: WG3 only • Invitations are currently being sent • Session co-organized with the DEVE Committee of the European Parliament • Presence of the 24 representatives from Africa, Latin America, Asia • Methodology will be available by mid-december 3rd&4th of March: last session WG1, 2 & 3 • To refine consensus on WG1&2 (3rd of March) • To address selection mechanisms (WG3) (4th of March)
