What is JODI? • From high price volatility to the launch of JODI • Early achievements: from 2001 to 2004 • The JODI World database: 2005 • Improving Use and Usefulness: 2006 to 2009 • What next ? • A few words to conclude
What is JODI? • Stands for Joint Oil Data Initiative • A concrete outcome of the oil producer-consumer dialogue • Initiative between 7 international organisations to improve oil data transparency and harmonisation • Monthly oil data collection through a common oil supply questionnaire from more than 90 countries assembled in a world database.

1st Step: Agreement on a common Questionnaire A Simple Format (42 data points) Month -1 and Month -2 Choice of units left to organisations Simple Definitions Country: Month: Unit: JOINT APEC/EUROSTAT/OECD-IEA/ OLADE/OPEC/UN DATA Initiative
2nd Step: To Launch a 6-Month Exercise with Joint and Agreed Objectives Country A2 Country A1 Country A3 Country F1 Country F2 Country B1 Country E2 Country B2 Country B3 Country E1 Country D1 Country D3 Country C2 Country D2 Country C1 • Objectives • How many countries would be able to complete the table • How many countries would be able to submit M-1 data • What are the main difficulties encountered • What solutions could be proposed Co-ordination
Data collection and reporting at country level: Establishment of system when there was none Moving from M-3 to M-2 to M-1 Fewer confidentiality issues Better quality data Continuous increase in coverage A JODI World Database Enormous Progress over the first 4 years of the Initiative
Changes to the Reporting Mechanism Changes in the Law on Statistics;i.e. quicker response of submissions. Workshop session with industry to improve involvement ( “win-win”): Additional: Extra JODI-questionnaire. Changes in the CBS-questionnaire itself. Change towards complete Electronic handling by the companies and CBS. Progress in monthly reporting The Netherlands
Fewer Confidentiality Issues Progress in monthly reporting China China has started to collect and release stocks changes data; data on stock levels should follow
Coverage and Number of Countries Participating in JODI93 ProgressinCoverage Global Oil Production Global Oil Demand 94% of world total 95% of world total
A database was prepared

The need for a co-ordinator: the IEF Secretariat A Co-ordinator An Engine and a Catalyst • Sustain, improve, release the JODI World Database • Assess data quality and provide suggestions for improvement • Co-ordinate with the international organisations the public release of the JODI World Database • Strengthen oil data reporting capacity • Co-ordinate the harmonisation of definitions, conversion factors, metadata • Promote JODI • Preparation of Conferences Strengthen co-operation between the 6 organisations

A need for training • Website • Manual • Training Sessions • Internships
A joint IEFS, APEC, Eurostat, IEA, OLADE, OPEC, UNSD manual on JODI Available in French and Spanish, and soon Russian and Arabic
JODI Manual Definitions of products and flows are the heart of the manual, however it also includes chapters on: Data verification methods Examples of practices from participating countries The JODI questionnaire and database The JODI manual is translated into other languages than English: Spanish, French, and Russian version are available; Arabic is under preparation The JODI manual is a live document and feedback is an essential element in the drive for progress
JODI Training To help the participating countries to report better quality data in the JODI questionnaire It offers participants an opportunity to get clarifications about the definitions, data quality assessment and oil data issues To share their experience on data validation best practices or data collection issues

Part V Improving Use and Usefulness
Despite progress, some problems still remain … • Some countries do not send data regularly • Some countries do not report some flows, e.g. demand or stocks (close/level) • Some countries do not meet the aimed submission for 1-month old data • Data submitted by some countries are not always reliable (definition?, other?)
How to communicate results to Ministers • Results visible rapidly • Results on a country basis • A measure easy to understand • Objective criteria: timeliness, sustainability and completeness
Smiley FacesReport shown at IEF meetings 64 4 20 43 7 38 50 14 24 53 44 46 What is the overall situation in terms of sustainability, timeliness and completeness ?
What more has been done to improve use and usefulness of JODI? Extension of the current oil questionnaire Promotion of the data base – re-looking of the website A data quality analysis More Training Workshops Internships at IEFS
Kerosene is also used for cooking and lighting in Asia, Africa and Latin America, so the need to differentiate jet kerosene from other kerosene NGL and Other Non crude production have been added Addition of a few technical flows to be able to make a full oil balance Naphtha accounts for a large share of other products, so the need to have a special column to report naphtha Extending the current questionnaire: a response to user’s needs to have more information and a full oil balance However, countries still have the possibility of submitting the current format
Part VI What Next ?
What Next? • Actively promoting the JODI World database • Extending the JODI World database to include additional balance data • Extending to other fuels ( e.g. Natural Gas) • Annual data on production capacity and investment plans
Part VII A Few Words to Conclude
The Database is Only the Visible Part of the Iceberg… The JODI Database 6 Organisations + The IEFS 90+ Countries Oil Companies Oil Analysts
The Indirect Impacts of JODI • Raising the profile of oil (and energy) statistics at the highest level (8th, 9th,10th and 11th IEF Forum, etc.) • Improving the quality, timeliness and coverage of oil (and energy) statistics world wide • Strengthening the links between organisations, countries and companies • Creating a momentum to strengthen cooperation and work on harmonization (InterEnerStat, the Oslo City Group, etc.)
Lessons From the Initiative • A lot can be achieved by working together • A close interaction between organisations, countries and the industry is key to move a process • Political backing is essential • Improving data transparency will not happen over night • Transparency will not happen without full participation of all parties
