  2. Family Connection Grantees 2009 Grants Cluster • 24 Projects • Kinship Navigator – 6 • Family-finding – 4 • Residential Family Treatment – 5 • FGDM – 1 • Combination – 8 (5 – FGDM) 2011 Grants Cluster • 7 Projects - FGDM

  3. Award parameters set by authorizing legislation: • Eligible Applicants; • Number of grants; • Length of Project Periods: 36-month project, three 12-month budget periods; • Match requirements (non-federal share); • Private, non-profit organizations: must collaborate with public Child Welfare agencies.

  4. Flexibility for Applicants Grantees may: • Develop a new program; or • Expand or bring to scale an existing program.

  5. Authorizing legislation defines the intent of the grant program: …”for the purpose of helping children who are in, or at risk of entering, foster care reconnect with family members through the implementation of …”

  6. “FGDM” Program Area • Includes other models and terms: Family Team Meetings, Family Group Conferencing, Family Unity Meetings, Family Team Conferences, Family Group Conferences, and Team Decision-Making ; • Shared framework (common components) ; • Ensure safety of all participants, particularly when domestic violence is present or a potential concern .

  7. FGDM Program Considerations • Strong plan of collaboration with and commitment from community organizations; • Safety of participants during FGDM meetings, especially in the context of domestic violence;

  8. Demonstration Projects • Put into place and test new, unique or distinctive approaches for delivering services to a specific population. • Develop and implement an evidence-based model, or replicate or test the transferability of successfully evaluated program models.

  9. FGDM Grant Projects will build knowledge needed by the field • Potential to assist States in addressing areas for improvement in safety, permanency and well-being outcomes identified by CFSR findings; • More evaluative research needed to assess long-term outcomes of approach using FGDM.

  10. Evaluation • Site-specific • Guided by logic model; • Of sufficient rigor to demonstrate potential linkages between project activities and improved outcomes; • Process and outcomes evaluation components; • Addresses applicable CFSR outcomes. • Participation in cross-site evaluation.

  11. Dissemination • Grantees are expected to disseminate strategically and effectively • Individual project AND cross-cluster dissemination of lessons learned, products and findings.

  12. Why is CB funding these FGDM projects? • To build more evidence around the effectiveness of FGDM ; • To develop and transfer knowledge about how to employ the FGDM strategy effectively, with the target population, in order to strengthen protective factors in the family.
