The Energy Challenge • Energy is one of the grand challenges of the 21st Century • Energy is at the core of the EU 2020 Strategy: • Decarbonising the Energy System –EU has committed to 20-20-20’s targets by 2020 (Renewables, GHG and Energy Efficiency) with a long term vision to reduce greenhouse gas emissions to 80-95% below 1990 levels by 2050 • Security of supply – Reliability and dependency • Competitiveness – Affordable energy, European research and industrial leadership on low carbon technologies • Technology central to meeting the objectives: • Research and Innovation are the main mechanism for cheaper and more efficient technologies

The Challenge of innovation in Energy • Main driver for energy research and innovation lies outside the market place – public policy driven • Transition to a low carbon economy, providing affordable and secure energy • Energy is a commodity - competing on cost, the toughest kind of innovation environment • Market forces, alone, will not innovate at the right pace: • Challenge to price public externalities at right level for innovation (timing, global competition) • Lack of Critical mass of EU research capacities and Knowledge spill-over • Technology and market risk

  5. Need for Public Intervention The question is not only how many billions are and will be invested in the future but how innovation systems are being organised to spearhead technology developments and capture this growth potential.

EU’s response : the SET Plan • The SET-Plan, adopted in November 2007, is the technology pillar of the EU's energy and climate change policy • Objective is to accelerate the development of low carbon technologies leading to their market take-up • Vision of a Europe with world leadership in a diverse portfolio of clean, efficient and low carbon technology – as a motor for growth and jobs • Set in a global context

European Industrial Initiatives (EIIs) • Industry-led Public-Private Partnerships • Technologies covered: • Wind energy, Solar energy, Electricity networks, Bio-energy, CCS technologies, Generation-IV nuclear reactor, Smart cities and Communities, Hydrogen and Fuel cells • Research and Innovation: • Applied research to first of a kind commercial demonstration • Work-Programme based on Technology roadmaps for the period 2010-2020 • Management: • EII Teams composed of representatives of Member States and industry

European Energy Research Alliance (EERA) • Partnership of Public research institutes • Technologies covered: • Wind, Solar PV, Smart Grids, Geothermal Energy, Bio-energy, CCS and Materials for Nuclear • Concentrating solar power and Marine energy to be launched in 2011 • Research and Innovation: • Advanced and applied research • Work-Programme based on multi-annual Joint Programmes • Management: • Orientation level through the EERA Executive Committee • Implementation at Joint Programme level

Investment • Implementing the SET-Plan estimated at 80 b€ over the next 10 years - COM(2009) 519 • Today 3b€ per year invested on the technology priorities of the SET-Plan (public and private)  a need for an additional investment of 50b€ over the next 10 years • A challenging situation: • Public finances under severe pressure • Private sector difficulty to secure finance of capital intensive projects  solving the financing issue is critical

Way forward • European funding already supporting the implementation of the SET-Plan: • 7th Framework Programme for research and technological development • European Energy Programme for Recovery (EEPR) • New Entrants Reserve (NER300) of the European Union Emission Trading Scheme • But not sufficient - need to pool resources and share risks between Member States and Industry • A priority for the up-coming Common Strategic Framework on research and innovation for the period 2014-2020
