3. Section 843, NDAA 2008 Enhanced Competition Requirements for Task and Delivery Order Contracts
Head of Agency approval of any single-award task or delivery order contracts over $100M
Clear standards for “fair opportunity” for individual task or delivery orders over $5M
Notice and clear statement of requirements
Reasonable proposal period
Evaluation factors and relative importance of quality and price/cost
Post-award debriefing
Allows GAO protest of any order over $10M

Focused Forums are an invitation for key subject matter experts from across the government, industry, and academic communities to gather ("forum") to discuss a very specific ("focused"), problem, issue, or challenge to USJFCOM. The emphasis not a Federal Acquisitions Requirements (FAR) related approach (meaning to discuss formal requirements, solicit proposals, or formally enter into any contractual type agreement) but rather to simply promote meaningful information sharing and discussion which in turn may lead to the identifying who one or more agencies who already has a solution or who may at least be interested in the possibility of collaborating towards a solution if afforded the formal opportunity. Historically these Focused Forums have led to numerous capability presentations and potential procurement opportunities, as well as several longer range research and development opportunities (e.g. Cooperative Research and Development Agreements - aka "CRADA's"). These Focused Forums have been conducted with live audiences as well as virtually via the internet.
