Heddie Lookadoo – NRG 2. Ino González – ERCOT b. Vice Chair: Russell Lovelace - Shell • WMS asked the VCWG to develop NPRR language to: • Request Verifiable Costs after 5-RUC deployments • Allow Power Purchase Agreements as Verifiable Cost documentation • WMS approved both NPRRs during its July 2008 meeting

  3. Verifiable Costs Training Class Update • ERCOT is finalizing the Generation 301 class a. Module 1: Resource Parameters b. Module 2: Operational Data c. Module 3: Verifiable Costs • Generation 301 training class schedule • Austin: August 11th and 12th • Houston: August 14th and 15th • Dallas: August 18th and 19th

Verifiable Costs Working Group (VCWG) List of future work for the VCWG • How to evaluate VC for CC alternate resource. • Who may submit VC, QSE or Resource or either. • Should VC remain with the Resource after switching. • Address costs to Resources de-committed after RUC but before reaching BC. • Application of Duct firing/complementary firing into IHR. • Evaluate generic cost ($7,200 startup O&M) of Renewable Resources. • Application of Nodal Surcharge to startup costs and operations above LSL. • Complete work on emissions including NOx in non-attainment areas. • Application of Relative Weights for start types for different generators. • What to do when the cost of spot and index fuel prices diverge significantly. • Exceptional events – i.e. fuel curtailments and very high fuel prices. • What happens when Resource is kept at LSL for a long time. • Other.
