Key NPRR’s that were approved • NPRR 144 • Changed the requirement from 1 RUC to 5 RUC deployments to submit Verifiable Costs. • NRPP 145 • Allowed PPA’s to be used for VC costs • 100% of Resource must be represented in the PPA. • Covered in Section 2 of the VC Handbook. • Does use Caps of Reference Resource (Appendix 3 has an example. • PPA has to be signed prior to July 16, 2008.

  4. NRPP 167 • QSE or Resource may submit VC Costs. • QSE is responsible unless the QSE and Resource submit affidavit stating the Resource will submit Costs. • QSE’s that submit PPA’s or Tolling Agreements do not have the option for allowing Resources to submit VC Costs. • NPRR 168 • Allows for Fuel between Breaker Close to LSL. • Reduces the Fuel by using a Heat Rate Proxy and average energy used between Breaker Close to LSL.

  5. NPRR 174 • Provides an adder to FIP for Startup fuel(5.6.1.1 (a)) and Minimum Energy (5.6.1.2(2)). • Allows for disputing for fuel when the Fuel is greater the FIP *1.X during a RUC Committed Interval. Where X = $.50 (9.14.7). • A new X is effective the 1st and 3rd Tuesday of each month.

  6. NPRR 225 • Election of Standard O & M costs for Startup and Minimum Energy until January 1, 2012 • Provide verifiable Fuel. • Submit election form. • Resources that have received Final Approval for VC Costs may not elect. • Combined Cycles must elect for all configurations in the train. • WMS has been requested to monitor the effectiveness of Standard Costs and make recommendation TAC and ERCOT Board in 2012 for extension or termination of Standard Costs.
