MEAP-Access Background In April of 2007, the U.S. Department of Education issued regulations describing Alternative Assessments based on Modified Achievement Standards (AA-MAS). Under NCLB and IDEA this is referred to as the “2% Regulation.”
MEAP-Access Background The 2% regulation permits a state to develop an assessment aligned with modified academic achievement standards that cover the same Grade Level Content Expectations (GLCEs) as the general assessment.

Eligibility Criteria Guidelines for participation are posted to the MEAP-Access web page under “IEP Team Information” section
Eligibility Criteria • Student must have current IEP; IEP must include goals based on Michigan’s Grade Level Content Expectations (GLCEs) for the grade in which the student is enrolled;
Eligibility Criteria • Student must have access to and instruction in grade-level content for the grade in which the student is enrolled;
Eligibility Criteria • IEP Team is reasonably certain student will not achieve grade-level standards at the same proficiency level as their peers, in the year covered by the IEP;
Eligibility Criteria • Objective evidence demonstrates that the student’s disability has precluded the student from achieving grade-level standards at the same level of proficiency as their peers;
Eligibility Criteria • Student’s lack of progress must be determined using multiple objectives and valid measures of the student’s academic achievement over time.
Assessment Selection Guidelines • Michigan Online Professional Learning System (MOPLS) and Statewide Assessment Selection Guidelines (ASG) online program acts as companion to the printed manual available for download from the BAA site • Updated for 2012-13 school year • Link to manual www.michigan.gov/meap-access
MOPLS • A primary objective of MOPLS is to be an online trainer for educators. • The subject areas for the learning modules include: • Reading and Writing • Mathematics • Guidelines For Determining Participation In State Assessments
MOPLS • A key underpinning of MOPLS is to provide access to Michigan’s Reading/ Writing and Mathematic GLCEs • MOPLS is located at Michigan LearnPort hosted by Michigan Virtual University at http://mi.learnport.org/. • Registration is free.

Test Design Sample Writing Prompt Write about: Trying Something New Life offers many opportunities or chances to try new things. Sometimes people are afraid to try something new. Do only one of the following: • write a story about a time when you tried something new OR • write a story about a time someone you know tried something new
Test Design Writing Grades 4 and 7 • Will use same writing rubric as MEAP • Separate rangefinding conducted with teachers from across the state
Test Design Reading / Writing Flexibility Grades 4 and 7 • Reading or Writing may be split this year between MEAP and MEAP-Access only • Reading and writing may not be split between MI-Access
Test Design Assessment Flexibility by Content • The IEP Team has the flexibility to have a student participate in MEAP, MEAP-Access or MI-Access (FI). • The IEP Team is responsible for making this decision for each content area assessed at a given grade.
Test Design Assessment Flexibility by Content • For example, a grade 4 student could take MEAP reading, MEAP-Access writing, and FI mathematics. • MI-Access (FI) Accessing Print and Expressing Ideas (reading and writing) cannot be split with other assessments.
Test Design Science (Grade 5 & 8) The IEP Team will need to select either the MEAP or MI-Access, since no MEAP-Access science test is available.
