  3. Best Practices • E-transfer of fund to School / Block / District . • E-transfer of Honorarium in the bank accounts of cook cum helpers • 362 Meetings held at District level under the Chairmanship of District Magistrate. Ministry of HRD, Govt. of India

  4. Issues • i. No Separate MDM Directorate in State since 2005-06. • ii. Lack of Dedicated management structure / manpower in the State for MDMs • iii. Delay in the release of funds for 4 Months approximately from State to school. • iv. Less Coverage against Enrolment (i.e. 65% in PY & 68% in UPY) • State Govt. are yet to provide the detailed explanation for Non-Payment of • Teachers out of pocket expenses amounting to Rs. 99.08 Lacs for running MDM during the Sessions between 2010-13 of Zone Nowshera District Rajouri. • vi. Outstanding balance for Rs. 122.89 Lacs as on 31-03-2018 towards payment to FCI for cost of food grains for the FY -2017-18 and Rs. 22.84 Lacs for the previous year i.e. 2016-17. • vii. Construction are yet to be started for 4697 Units (amounting for Rs.3815.33 Lacs) of Kitchen cum stores (Sanctioned in 2011-12). • viii. 1311 Units (amounting for Rs.65.55 Lacs) of Kitchen devices are yet to be procured (sanctioned in 2014-15). • ix. Only 6% Schools having water Filteration facility. • x. 11% Children still without Aadhar. • xi. Less release of State share in Honorarium to Cook-cum-Helpers. • xii. Online submission of AWP&B-2017-18 (Plan) by State) not yet done. • No Community Participations / No IEC Activity conducted under MDMs, Ministry of HRD, Govt. of India

Innovations etc. • It is proposed that the States and UTs may also be given flexibility to utilize, with prior approval of MHRD, 5% of their Annual Work Plan & Budget for new interventions provided they are not included under any of the Central or State Schemes and there is no overlapping of activities. This is subject to CCEA approval. • Some of the suggested innovation may be in the field of Water filters, kitchen gardens, provision of LPG connections, use of millets etc. These are only illustrative and not exhaustive. • Community participation. • Meetings of District committee headed by Dist. Case for Ratification : (Additional Funds & Food Grains requested & sanctioned during FY-2017-18 ) State Govt. has requested for Additional requirement of 1538.30 (MT) Food grains and Rs. 649.90 Lacs Funds due to increase in coverage. The same was sanctioned by MHRD in the month of March 2018. IFD had requested to ratified the same in to next PAB Ministry of HRD, Govt. of India
