Strengths – Dedicated/Dynamic Volunteer-base with good governance and management. Weaknesses – Lack of Capital Resources and the poor local global financial context impacting on opportunity to secure SLAs and to consolidate.

Weakness: Requires buy in from a large geographical area with poor community infrastructure and no financial commitment
