BHISD Vision We are committed to providing a visionary long range technology plan that is designed to meet the needs of all students and teachers in preparation for the twenty first century. Our measure of success will be the seamless integration of technology into the daily classroom routine by helping teachers to discover and develop approaches that will truly support student learning.

National Education Technology Plan (NETP) The NETP-Transforming American Education: Learning Powered by Technology A model of learning powered by technology that contains goals in five essential areas: • Learning • Assessment • Teaching • Infrastructure • Productivity (U. S. Department of Education, 2010)
The 5 NETP Goals • 1.0 Learning: Engage and Empower • All learners will have engaging and empowering learning experiences both in and out of school that prepare them to be active, creative, knowledgeable, and ethical participants in our globally networked society. • 2.0 Assessment: Measure What Matters • Our education system at all levels will leverage the power of technology to measure what matters and use assessment data for continuous improvement. • 3.0 Teaching: Prepare and Connect • Professional educators will be supported individually and in teams by technology that connects them to data, content, resources, expertise, and learning experiences that enable and inspire more effective teaching for all learners. • 4.0 Infrastructure: Access and Enable • All students and educators will have access to comprehensive infrastructure for learning when and where they need it. • 5.0 Productivity: Redesign and Transform • Our education system at all levels will redesign processes and structures to take advantage of the power of technology to improve learning outcomes while making more efficient use of time, money and staff. No Child Left Behind (NCLB)Enhancing Education Through Technology Title II, Part D Primary goal: to improve student academic achievement through the use of technology in elementary schools and secondary schools. • Help all students become technologically literate by the end of the eighth grade • Encourage effective integration of technology with both teacher training and curriculum development • Establish research-based instructional methods that can be widely implemented (TEA, TPESC, n.d.)
E-Rate E-Rate requires that district technology plans have clear goals, assess all technology in the district, a strategy for professional development, a comprehensive and sufficient budget, and an evaluation process for the technology use in the district. To be certified, a district’s technology plan must be 100% aligned.
Texas School Technology and Readiness (STaR) Chart The Texas Teacher STaR Charts is an assessment tool developed around the four key areas of the Texas Long Range Plan for Technology. The chart is designed to help teachers, campuses, and districts determine their progress toward meeting the goals of both their district and the LRPT. It is invaluable in assisting in the measurement of the impact of state and local efforts to improve student learning through the use of technology as specified in No Child Left Behind, Title II, Part D. The chart can also identify needs for ongoing professional development and raise awareness of research based instructional goals.

District Goals • Goal 1: Provide all parents with access to online student records including grades, attendance and reading performance in order to promote the sharing of information they need to support student learning. • Objective 1.1 The district will purchase and install an online parental access portal that links to the district gradebook currently in use. The district will also update the current reading software package to an online version that will allow parents to access and view student performance. • LRPT category: Administration and Support Services • E-Rate correlates: ER01 • NCLB correlates: 09, 12 • Status: Completed • Goal 2: The district will help teachers to develop high levels of technology competencies with the goal being to reach a measurable level of proficiency with 5 years that will be demonstrated by the teacher’s ability to effectively integrate technology into their respective curriculums. • Objective 2.1 All teachers will complete 12 hours of training annually. District Goals • Goal 3: BHISD will provide access to information technology training for all members of the local communities to help increase their knowledge level and skill sets, and to help promote parental involvement and cooperation between the community and the school district. • Objective 3.1: The district will provide two week long technology based evening training forums that will be available free of charge to all members of the community. The district will organize two technology training sessions targeted specifically at members of the local chamber of commerce. Where feasible and available, the district will utilize the distance learning facility located at BH High School to provide online classes. • LRPT Category: Teaching and Learning • E-Rate correlates: ER01, ER02 • NCLB correlates: 04b, 08, 09, 10 • Status: In Progress • Goal 4: BHISD will develop and maintain a technology training plan that specifies the number of training hours and types of training classes needed by each teacher to be proficient in technology. • Objective 4.1: Develop and implement a technology training plan that addresses the areas of technology training approval standards, assessments and required competency hours. • LRPT Category: Educator Preparation and Development • E-Rate correlates: ER02 • NCLB correlates: 01, 04a, 04b, 07, 11, 12 • Status: In Progress

District Goals • Goal 7:Support the district goal of integrating technology into curriculum areas by maintaining a robust scalable network infrastructure. • Objective 7.1: Develop and ongoing plan that will increase the capacity of the network as needed to support the district technology program. Develop an equipment rotation schedule to address ongoing obsolescence. Recommendations Professional Development • Hands on training for peripheral devices that enhance their teaching strategies (ETSC, 2005) • Collaborative activities that support research-based instructional strategies that are supported by technology (ETSC, 2005) • Provide ways for administrators to attend professional development for awareness of technology integration in the classroom (Richard, 2007) • Ensure that all teachers are compliant with the current technology training plan • Increase funds allotted for effective professional development
Recommendations Recruit and retain technology proficient teachers. Evaluate the Texas STaR Chart to determine the district’s current status and progress made on the path to Target Tech in each of the four areas: Teaching and Learning, Educator Preparation and Development, Leadership Administration and Support, and Infrastructure. Establish new goals and continue goals in progress. Review, reallocate, and increase funding in the technology budget as needed.
