Key events • EMEP Steering Body report (Nov 2000) • Guidebook updated on EEA website (Dec 2000) • Editorial work to improve chapters • Reporting workshop held January 2001 • Expert Panels working as per workplan agreed with SB (see TFEIP website)
EMEP Steering Body Report • Implications of the consolidated EMEP work plan for the TFEIP: • conduct the reporting workshop • introduce new reporting guidelines • supervise the introduction of PM reporting • complete the default inventory compilation guidelines (Guidebook) • initiate ‘inventory’ evaluation programme (improve data quality and quantity)
Guidebook update • 7 new/ updated chapters approved by SB and now incorporated into Guidebook on EEA web • Secretariat has identified work needed for Guidebook to improve - continuity and accessibility - effectiveness • 3 example improved chapters have been prepared for discussion in panel sessions
Reporting workshop • Attended by a range of data requesters, data providers and data users • Draft Reporting Guidelines prepared • New Nomenclature for Reporting (NFR) proposed • Reporting guidelines to be discussed and agreed at this meeting
Expert Panels (i) Agriculture & Nature • Core group met March 2001 • Focus on improving Guidebook chapters • emissions of ammonia from animal husbandry • primary particles • intro chapter linking pollutants to activities/ chapters • reshape chapters to fit SNAP97 (1004, 1005 & 1009) • developing EXCEL sheets to support existing chapters • New panel leader • Panel meets Thursday 09:15 Room F3
Expert Panels (ii) C&I • Panel met twice (Oct 2000/ Feb 2001) • Default procedure for PM estimation under development - to enable estimation of fine PM from 80% of largest sources • Detailed review of proposed NFR • New format proposed for Guidebook chapters to make them clearer and easier to use • Looking for a new panel co-leader • Panel meets Thursday 14:00 Room C3
Expert Panels (iii) Transport Road traffic • Copert III launched & web-site updated • PM: EU-sponsored PARTICULATES project - further work to be done in this area Aircraft • EMCAL group are recommending methodology to the European aviation authority (ECAC) • EMCAL to provide a data set for turboprops Reporting issues • NFR for transport has been proposed - to be discussed further at panel session • Panel meets Thursday 09:15 Room C3
Expert Panels (iv) Verification • Proposals for reporting of emission projections, including tables on background data, put forward at Reporting Workshop • New draft Guidebook chapter “Good practice guidance for CLRTAP/EMEP emission inventories” in progress - aim to finalise the chapter by 1 July 2001 • Small group of panel experts met January 2001 • Panel meets Friday 09:00 Salle XVI
TFEIP - focus for this meeting • Reporting guidelines to be discussed & agreed in principle • Guidebook chapters to be reviewed in light of: - new reporting requirements (NFR) - improved transparency - consistency of reporting - particularly PM, HM, POPs, NH3 - the need to incorporate uncertainty • Share experience
