Background • NPOESS (National Polar-orbiting Environmental Satellite System) cancelled in Feb 2010 • DWSS (Defense Weather Satellite System) cancelled in FY12 budget • OSD directed Air Force to perform analysis of defense meteorological satellite requirements, followed by an Analysis of Alternatives (AoA) • On 15 Jun 2012, Joint Requirements Oversight Council (JROC) endorsed 12 prioritized collection gaps to go forward to an AoA • Materiel Development Decision (MDD) Defense Acquisition Board on 5 Oct 2012, followed by AoA kick-off on 10 Oct 2012
AoA Study Guidance • Air Force will lead the AoA with support and participation by the Joint community • At a minimum, the AoA will answer the following key questions: • Is a DoD space-based material solution required? • To what extent does each alternative address the capability gaps, and at what cost and risk? • What is the military utility (operational benefit) of each alternative? • What is the most cost-effective approach to developing, integrating and launching each given set of sensors?
AoA Study GuidanceMateriel Solution Approaches • Study Advisory Group will review & approve a list of alternatives to be assessed for cost, military utility, and risk in Phase 2 of AoA; potential alternatives include: • Variations of providing high-end and/or low cost versions of sensor capabilities, with special attention paid to optimizing system development, integration, and launch for cost-effectiveness • Partnerships • Hosted payloads • Disaggregated approach / small satellites • Commercial services • Non-satellite approaches
Status • Briefed Study Advisory Group, 15 Mar 2013, on Phase I analysis results: • Weather model/tool effectiveness analysis • Military utility assessment • Operational risk assessment • Phase II is alternative (both satellite and non-satellite) cost, risk, & effectiveness analysis • Current schedule: • Complete AoA Final Report in Jul 2013 • Followed by decision briefings to: • Air Force Requirements Oversight Council (AFROC) • Joint Requirements Oversight Council (JROC) • Defense Acquisition Board (DAB)
