2. USDOE Guidelines for Placement Numerator: Number of CTE concentrators who were placed or retained in employment, or placed in military service or apprenticeship programs in the 2nd quarter following the program year in which they left postsecondary education (i.e., unduplicated placement status for CTE concentrators who graduated by June 30, 2007 would be assessed between October 1, 2007 and December 31, 2007).
Denominator: Number of CTE concentrators who left postsecondary education during the reporting year.
3. VCCS Alteration of Placement Numerator: Number of CTE completers who were placed or retained in employment, or placed in military service or apprenticeship programs in the 2nd quarter following the program year in which they left postsecondary education (i.e., unduplicated placement status for CTE concentrators who graduated by June 30, 2007 would be assessed between October 1, 2007 and December 31, 2007).
Denominator: Number of CTE completers for the reporting year.
4. VCCS Measurement Approach Measurement approach is very similar to the approach used under Perkins III
Match with VA Wage Records (UI) through the Virginia Employment Commission
New under Perkins IV:
Match with Federal Data Exchange System (FEDES) to gather federal employment (waiting for approval from VEC)
Match graduates with apprenticeship program as a form of placement
5. VCCS Measurement Approach (contd) VCCS will share wage records with colleges
Provides quarterly earnings and employer names
Discussion: IR staff assistance and sharing of data for analysis

7. Record Match vs. Survey Approach Colleges have expressed an interest to survey students as follow-up due to the limitations of using in-state wage records
Pros: This will potentially increase the numbers and percentages of employment
Cons: Colleges would need to administer surveys, which may come at a higher cost
Create discussion group with colleges concerned with the limitations of record match
