  4. Sowing Position Kharif, 2004 • Area Sown upto 31st Julywas 55.09 lac ha(42.71%) against the last year corresponding period was 125.99 lac ha. • Late Sowing in 59.39 lac ha (46%) in the month of August, 04. • Area increased in Pulses and Oilseed crops due to delayed rains.

  5. Steps taken to mitigate drought (Kharif, 2004) • Crop Contingency Plan prepared and implemented • Farmers motivated to grow Pulses/ Oilseeds and fodder crops due to rains in August. • 75,000 lac special minikits on Fodder crops distributed free of cost.

  10. MAJOR CONSTRAINTS IN MEETING THE DESIRED RESULTS • Out of 32 districts deficit rains in 15 districts. • 46% water in tanks • Low SRR in Kharif Pulses and Oilseeds • Likely shortage of DAP in Rabi Season • Rate of assistance under the programme of Work Plan is only 25% of the cost.

Issues for consideration of Govt. of India 1- ISOPOM • Allow flexibility to divert saving of seed component to non seed component-i.e. water saving devices. • PVC Pipe also be allowed for irrigation water conveyance. • Permission of extending infrastructure support to KVKs in addition to RSSC .

Issues for consideration of Govt. of India 2- Work Plan • Removal of cap on subsidy (25%) under macro Management of Agriculture-Work Plan. • Approval of enhanced programme of work plan for Rs. 39.50 crore. • Permission of diversion of funds for fodder minikit programme in case of drought situation.. 3- Others • Declaring MSP for Guar, Moth, Coriander ,Cumin, Isabgol and Fenugreak(Methi).

NEW INITIATIVES TAKEN DURING 2004-05 • Doubling seed replacement in five years i.e. 20% increase in SRR per annum. • Covering all the wells with water saving devices sprinklers or piped conveyance. • Strengthening Extension by adopting result oriented extension. • Massive programme of Gypsum distribution for Reclamation of Alkali soil and Nutrient in Pulses and Oilseeds.

  15. Rainfall in Rajasthan,2004 • Average rainfall of the State is 575 MM. • Generally, 90% of rainfall is in the period June to Sept. (532MM) • The normal date of onset of monsoon is June 18, this year June 18. • The total rain upto Sept. 10th, 2004 is (438.2 mm) which is (–12.36% ) less than the normal rainfall (500 mm). • Rain has been scattered & erratic in most of the Districts. • Prolonged dry spell -ranging from 16 to 30 days during month of June & July.

Contingency plan for adverse condition • Intercropping of cereals with Pulses/ Oilseeds in line. • Use short duration and low water requiring crops such as Moong, Moth, Cowpea, Castor & Til and their short duration varieties. • Weeding and hoeing after 30 days of raining and thinning as per need to save crops. • Life saving irrigation with the use of sprinklers. • Seed treatment with fungicide/insecticide to save crops from termites/seed and soil borne diseases. • Use of FYM and Compost to increase water holding capacity of soil.

STRENGTHENING OF EXTENSION • Coverage of farmers :- 30 farmers of all categories per VLW i.e. 1 lac farmers per annum. 3 lac farmers in 3 years. • Objective :- Effective Transfer of Technology. • Modalities of schemes : • Scheme will be launched during Rabi 2004 • Base line survey of selected to be completed by 30th September • Preparation of farm plan and adoption of technology as per plan. • Increase in production/ income of selected farmers (20%+ expected). • Reselection of fresh farmers after every 3rd year. • Impact dissemination amongst neighbouring farmers.

  25. MASSIVE PROGRAMME OF GYPSUM • Reclamation & Development of alkali soil. • Supply plant nutrients calcium and sulphur which increase grain size, protein content in pulses and oil content in oilseeds crops.
