This integrated mobility plan implements strategies to promote pro-ecological mobility and includes measures to improve accessibility, reduce parking needs, and minimize traffic congestion near the university. What is the mobility plan? • Mobility plan • on the one hand: package of strategies which promote • the idea of pro - ecological mobility, • on the other hand: a lot of measures which realize • the idea of pro - ecological mobility.
An integrated mobilty plan for the Cracow University of Technology(2005 – 2009) • Target groups – emlpoyees and students of the University • Demonstration • area MARKET SQUARE
Aims of the mobility plan for the Cracow University of Technology • Change of students’ and employees’ travel behaviours towards pro - ecological transport modes (public transport, bikes, walking trips, new forms of private car usage – carpooling, carsharing systems) • Improvement in accesibility to the University • Reduction of parking needs • Reduction of traffic congestion on streets nearby the Univesrity
Analysis of situation before mobility plan implementation (2005) • Inquiry about employees’ and students’ travel behaviours and preferences – size of sample: 700 full-time students, 700 extramural students and 500 employees • Inventory of PT operators serving near University campuses • Inventory of bike path near University campuses and bike rack in the area of University • Analysis of parking places in the area of University • Analysis of pedastrians’ movement in the area of University • Analysis related with elderly employees’ and handicaps’ mobility in the area of University
One of the main results from analysis – modal split in students’ and employees’ trips to /from the University (2005)
Implemented measures (1) • New information website www.info–komunikacja.one.pl • concerning sustainable transport modes: • Public transport • Bikes • Carpooling system • Trip planner – • precise plan of intented trips • realized by public transport and car
Implemented measures (2) • Carpooling system at the University called „Let’s drive together” • Exchange of information about carpooling users website: www.jedzmyrazem.pk.edu.pl • Establishing the carpooling system at the University
Implemented measures (3) • Advises on the question about travelling to work/learning/leasure places • Has influence on employees’ and students’ pro – ecological • travel behaviours • Creation of the mobility consultant post at the University
Implemented measures (4) • Car parking policy: • The cost of parking in the area of the University was double increased in 2007 • In order to encourage parking users to travelling by PT and bikes • In order to reduce the parking places shortage • Results (declarations in survey 2008): • 5% of employees • and 9% of extramural students • have changed the mean of transport
Implemented measures (5) • Bike policy 23 new bike racks in the area of the University
Implemented measures (6): trainings and seminars • Presentations about: • CiViTAS Caravel measures implemented in Krakow and other CiViTAS cities • Sustainable mobility means • Case study: • Discussion with students concerning ideas of PT marketing actions • Creation of concepts of the mobility plans, goods distribution, demand responsive transport
Promotion of sustainable mobility, choosen activities Sustainble Mobility Happenings – promotion of bikes, public transport and carpooling system
Results of questioning among society of the University (2008) • Share of car trips was decreased: • for employees from 45% to 41% • for extramural students from 50% to30% (!) • Share of carpooling trips was increased: • for employees from 1% to 5% • for full-time students from 0% to 7% • forextramural students from 1% to 17% • The needs for parking at Universityarea were reduced • because of increase in carpooling trips • Share of bike trips has beendouble increased in employees’ trips
Results (2008) • Cracow University of Technology is first institution in Poland which: • has implemented the mobility plan • has established the mobility consultant post • The set of „soft” measures which was realized in framework • of the mobility plan for the University • was mentioned in Krakow Transport Policy 2007 • as a solution for achieving of the Transport Policy aims.
Conclusions • How to change the mobility behaviours? • Demonstration of more efficient and integrated means of transport • Influence on travel behaviours via development of bike and PT infrastructure, improvement in services, information and consulting • Promotion of the sustainable transport via marketing and educational actions
