COMMUTE Common Methodology for Multi-Modal Transport Environmental Impact AssessmentStrategic Research Programme of E.C. DGVII Presented by E. Negrenti ENEA ANPA 9 Novembre 2000
LIST OF CONTENTS • COMMUTE Project Description • Consumption and Emission Models • Pilot SEA ANPA 9 Novembre 2000
COMMUTE OUTLINE • 36 Months project, 1996 to 1999 • 13 Partners from 8 European Countries: • CSST, ENEA, GOPA, INRETS, ISVR, ITS, MARITERM, M+R, NUL, TÜV, TRL, TTR, VTT • 193 Men-months, 7 Work Packages • link with MEET Project on emission factors • link with Projects STREAMS and SCENARIOS for the Pilot Strategic Environmental Analysis (SEA) ANPA 9 Novembre 2000
Main COMMUTE Objectives • to define a methodology for strategic assessment of the impacts of EU transport policy options • to develop a computer software that embodies the main aspects of the methodology • to demonstrate the validity of the main aspects of the methodology and the performance of connected software • to assess the impacts on energy consumption, emissions and safety of TEN-T (pilot SEA) ANPA 9 Novembre 2000
COMMUTE TOOL RESULTS • energy, emissions, noise and safety across transport modes in each cell of the network • network approach (cells = links and nodes) • different spatial scales (regional, national, european) • time horizon up to 2020 • GIS-based (Map-Info) • flexible evaluation of results ANPA 9 Novembre 2000
ROAD EMISSIONS MODELLING • average speed approach • over 100 vehicle categories aggregated in PC, LDV, HDV, Buses and Two-wheelers • hot emissions and fuel consumption • cold start emissions • road gradient influence • evaporative emissions ANPA 9 Novembre 2000
AIR EMISSIONS MODELLING • Over 30 aircraft types • flight mission divided into standardised operating conditions: taxi out, take off, climb out, climb, cruise, descent, approach, taxi in • distinction between in-flight emissions and emissions in the vicinity of airports ANPA 9 Novembre 2000
RAIL EMISSIONS MODELLING • 4 Train categories • Maximum and average speed • Number of stops • Weight of train • Emissions based on consumption • Electric and diesel • Focus on fuel life cycle ANPA 9 Novembre 2000
WATER EMISSIONS MODELLING • 80 ship categories (type by size) • Average speed approach • Number of ships for each category • Gross tonnage • Emissions based on consumption ANPA 9 Novembre 2000
Micro and Macro vehicle categories across modes ANPA 9 Novembre 2000
Pilot SEA: Assessment of Impacts of Transport Trans-European Networks Objective: estimate impacts in 2010 for four cases: All TEN-T (all modes, with policy measures) No TEN-T (current networks) two policy scenarios: Reference and Common Transport Policies (Policies Harmonisation) ANPA 9 Novembre 2000
Pilot SEA Projects • common co-operation plan with COMMUTE, STREAMS, SCENARIOS and MEET projects • definition of scenarios (reference, CTP) between STREAMS and SCENARIOS • Traffic modelling by STREAMS • Impact assessment by COMMUTE • harmonisation of STREAMS model output data with COMMUTE tool input data requirements ANPA 9 Novembre 2000
Expected applications • European and national networks • Inventories • Regional Infrastructures Projects • Local and Long Distance Corridors ANPA 9 Novembre 2000
