This report analyzes the development potential under current and proposed zoning regulations in the Third and Fourth Avenue rezoning study area. It provides data on the current zoning, conformance data, and identifies the existing conditions and development opportunities in the study area.

Current and Proposed Zoning Current Zoning: C6-1: Commercial FAR=6.0, Residential= .87-3.44, no height limit. Proposed Zoning: 1) C1-6A (R7A): Commercial FAR=2.0, Residential=4.0, 80 ft height limit. 2) C4-5X (R7X): Commercial FAR=4.0, Residential=5.0, 125 ft height limit. 3) C6-2A (R8A): Commercial FAR=6.0, Residential=6.02, 120 ft height limit.
Soft Site Analysis: Block 558: -11 lots under 50% allowable FAR Block 556: -10 lots under 50% allowable FAR Block 555: -7 lots under 50% allowable FAR
Development Potential Under Current Zoning: Transient Hotel -Demolish 2 buildings on lot 59 to build out site and obtain air rights from lot 68. -Motivation to build “Tower in the Park” and set back from street. -Thirteen stories as modeled, however, could reach 210 ft before penetrating sky exposure plane.
Development Potential Under Proposed Zoning: Transient Hotel -Five to six stories as modeled under proposed zoning compared to 13 stories or 210 ft under current zoning. -Worst case is that transient hotel reaches 80 feet under proposed zoning.
