Overview – Release 2.15 Highlights • GLOBAL CHANGES • Public Search feature has been fixed to display all open awards. • INBOX Tab – No changes • RFA Tab For Federal Program Officers:a. Only a user with the "RFA Publisher" role will be available on the routing slips for the FFO and Synopsis for that step in the workflow. Currently the only user with that role is Steve Drescher.b. RFA Creators now get all notifications for their tasks.c. Only users on the specific routing slips for an FFO or Synopsis will get a task during that part of workflow. • APPLICATION Tab For Federal Program Officers:a. Users can now add attachments to the Selection Package Details page.b. During the "Conduct Negotiations Task", users cannot "Forward to Competion Manager" unless they have at least generated an award number (or associated with a current award) and also completed the database lookups for the Organization and the Authorized Representative.c. On the PO Checklist there is now an option for a single year award to require only one Progress Report that covers the duration of the award. d. On the PO Checklist, users are prevented from putting in a 100% cost share. This would indicate that the recipient is paying the entire cost of the award.
Overview – Release 2.15 Highlights cont. • AWARD Tab • a. Bug in "Search Awards" feature when searching on Recipient Name has been fixed.b. Advance notifications have been implemented for Financial and Progress Reports. • For Federal Program Officers: a. Users will now get a cc: notification when the recipient gets a task to accept an award. This will let the Program Officer know that the award has cleared all of the internal workflow after Grants Officer signature.b. Users can now select Optional Reviewers they add for reviewing Progress Reports. • For GMD:a. Funded amendments are now going to Public Affairs if they are within the threshold.b. CD-450 screen is now locked to FALD users.c. Correct requirements for Cost Analysis have been implemented.d. Users can now add attachments to the Manual Closesout details page.
Overview – Release 2.15 Highlights cont. • AWARD Tab cont. • For Grantees:a. Users with "Submitting" PI and Business/Finance roles are now displayed on "Manage Award Users" screen.b. Workflow has been fixed on Progress Reports so that it does not get stuck when a Principle Investigator forwards the report to the Authorized Representative while an Optional Reviewer still has a task.c. Recipient Users cannot edit the CD-450 screen in any way.d. Replace feature for reports will now generate appropriate notifications.e. Error message on SF-272A has been modified to provide further clarification on the specific award number.f. Validation has been loosened on SF-269 to allow users to report positive or negative balances.g. Closed awards are now prevented from being included on a SF-272A report.h. Problem has been fixed with regard to entering "Net Disbursement" data on awards with different CZM sections.
Grants Notification Schedule – Progress Reports • Advance Reporting Notification for Project Progress Reports • One notification per report • Notification sent to: RECIPIENT INVESTIGATOR (If no Recipient Investigator is listed, then notification goes to AUTHORIZED REPRESENTATIVES and RECIPIENT ADMINISTRATORS) • Notification cc: FEDERAL PROGRAM OFFICER • Notification schedule: 15th of the month for all reports with period end dates within the next 6 weeks. (This means that all reports will receive 2 advance notifications: one on the 15th of the month 6 weeks before the end of the reporting period and then on the 15th of the next month which should be about 2 weeks before the reporting period ends.)
Grants Notification Schedule – Progress Reports cont. • Project Progress Report Due Notification • One notification per award listing all reports with "Not Delinquent" status • Notification sent to: RECIPIENT INVESTIGATOR (If no Recipient Investigator is listed, then notification goes to AUTHORIZED REPRESENTATIVES and RECIPIENT ADMINISTRATORS) • Notification cc: FEDERAL PROGRAM OFFICER • Notification schedule: 2nd of the month for reports with status of "Not Delinquent". • Follow up notification schedule: 22nd of the month for reports with status of "Not Delinquent" and due within 12 days
Grants Notification Schedule – Progress Reports cont. • Delinquent Project Progress Report Acceptance Notification • One per reportwith "Submitted" status • Notification sent to: • ASSIGNED PROGRAM OFFICER • FPO assigned to review the PPR • Notification cc: • Optional Program Office Reviewers on the PPR • GMAC Representative (only if report has been in Program Office for more than 60 days) • Notification schedule: 31st day after report was submitted • Follow up notification schedule: Every 10 days
Grants Notification Schedule – SF-269, SF-272 • Advance Reporting Notification for Federal Financial Reports • One notification per recipient listing all reports with reporting periods ending within next 45 days • Notification sent to: RECIPIENT BUSINESS/FINANCIAL REPRESENTATIVE (If no Recipient Biz/Fin Rep is listed, then notification goes to AUTHORIZED REPRESENTATIVES and RECIPIENT ADMINISTRATORS) • Notification cc: RECIPIENT INVESTIGATORS (PI’s and Co-PIs listed in Grants Online.) • Notification schedule: 15th of the month for all reports with period end dates within the next 6 weeks. (This means that all reports will receive 2 advance notifications: one on the 15th of the month 6 weeks before the end of the reporting period and then on the 15th of the next month which should be about 2 weeks before the reporting period ends.)
Grants Notification Schedule – SF-269, SF-272 cont. • Federal Financial Report Due Notification • One notification per award listing all reports with "Not Delinquent" status • Notification sent to: RECIPIENT BUSINESS/FINANCIAL REPRESENTATIVE (If no Recipient Biz/Fin Rep is listed, then notification goes to AUTHORIZED REPRESENTATIVES and RECIPIENT ADMINISTRATORS) • Notification cc: FEDERAL PROGRAM OFFICER • Notification schedule: 3rd of the month for reports with status of "Not Delinquent". • Follow up notification schedule: 22nd of the month for reports with status of "Not Delinquent" and due within 12 days
Grants Notification Schedule – Progress AND Financial Reports • Delinquency Notification • One per award listing all reportswith “Delinquent" status • Notification sent to: • ASSIGNED PROGRAM OFFICER • RECIPIENT INVESTIGATORS • RECIPIENT BUSINESS/FINANCE REPRESENTATIVES (only if there are delinquent Financial reports) • RECIPIENT INVESTIGATORS • Notification cc:None • Notification schedule:1st of the month except for March when it will go out on the 3rd of the month.(Reports that were submitted but returned to the Recipient for revision and have been with the recipient for more than 30 days will be listed as delinquent.) • Follow up notification schedule:1st of every subsequent month until report no longer has “Delinquent” status
Grants Notification Schedule – Progress AND Financial Reports • Notice of Enforcement • One per award containing a Progress or Financial report in one of the following states: • "Delinquent" status for 15 days or more • Returned to recipient and not resubmitted for 30 or more days • Notification sent to: Grants Specialist • Notification cc: • Assigned Program Officer • Recipient Authorized Representative (only on first notice sent) • Notification schedule: 1st of the month • Follow up notification schedule: 16th of the month
