AN BINH ELECTRIFICATION PROJECT WIND & SOLAR PROJECT PRESENTATION November 2012
Content • Overviews • The Pre-investment phase of Project • The PILOT Phase – project
Overview -Project Location • In An Binh islet, Ly Son Island District, Quang Ngai Province, Vietnam An Binhislet Quang Ngai province An Binh commune
Stakeholders • Project beneficiaries: • 500 inhabitants in An Binh islet • Project partners: • Golden Bridge • Institute of Energy of Vietnam (IEV) • Department of Industry and Trade (DoIT) of Quang Ngai Province.
Compliancewith Main National Policies • Promotion of renewable energy (Vietnam National Energy Development Strategy until 2020, with a vision towards 2050) • Electrification: 100% of households enjoying an electricity supply towards 2020 (Master plan VII) • Poverty reduction (Socio-economic development program for communes with especially difficult conditions, Decree 108-2006-ND-CP)

Project objectives • Feasibility Study and Action plan for setting up a RE – Based Hybrid Electrification System (solar and wind) • To supply electricity to all of more than 100 households (about 500 people) • in a remote, off-grid, and poor area
Project Outcomes • EEP Mekong Program support cover the pre-investment stage: • Data collection, measurements • Feasibility study • Project achievements: • FS Approval on 18th July, 2012 • Action plan to further develop the project (stakeholder meetings, development strategy, fundraising proposal for Pilot phase).
A pilot Project: implementation • A pilot project • Sustainability • Replicability & dissemination Project implementation – 10 months EEP Mekong 3-V-020 project October 2011 – September 2012
Pilot phase- Aim of the project • Installing a RE-Based Hybrid Elecfication System (Solar and Wind) • To supply electricity to all inhabitants of An Binh islet (Remote, off-grid, and poor area) • By ensuring sustainable low cost of electricity. • To set up an ESCO model – replicatedby similar islands that have no or limited electricity supply to ensure O&M for sustainable operation of the system
Pilot project Implementation- Scope Equipments: • One 10kW wind power turbine, • 96 solar panels, • diesel generators, • Batteries • A 220V distribution line Steps to be conducted: • Land clearance • Purchase of equipments, • Installation • Testing • Commissioning • Training
