my objective today To present the Parana experience with school report cards (SRC) as simple and effective management tools for accountability, transparency and constituency building

Premisses • Satisfactory (and fast) progress on coverage – congratulations to all of us! • Unsatisfactory (and very slow) progress on quality – shame on all of us! • One of the reasons for low quality: “nobody demands quality” (no accountability)
Premisses • To demand quality, we need to define and measure quality (outputs and outcomes) and quality trends • To measure quality (results) and trends, we need tools • school report card is a tool
Definition: focus on results All children in school (come & stay), learning, being promoted, completing 11 grades in 11 years
Definition: focus on results This simple definition calls for no more than 6 quantitative indicators (or less): • enrollment ratios (gross & net) • retention or survival rate • learning levels • promotion or repetition rate • completion rate • number of years to produce a graduate
Definition: focus on results This set of 6 quantitative indicators exist in a context: • enrollment • per capita expenditure & costs/prices • class size • profile of teachers (including perceptions/opinions) • profile of students (including perceptions/opinions) • perception/opinion of parents
TASKS • develop school report cards • distribute (3Ps) • disseminate (3 Ps) • use! (what is second act?)
School Report Card • information is ... • relative • public • directed to schools • available to management
School Report Card “missing link”: • “forest” = national student learning assessments (grades 4, 8, & 11) • “fruits” = student progress card • “trees” = school report card (SRC)
School Report Card • usage is still very limited – novelty, technicalities, culture, politics, etc. • use has limitations – validity, reliability, “snap shot” approach, does not capture processes, etc.
School Report Card • Over time, SRC foster parental engagement of parents (educators & watchdogs): PR has 10 (weak!) regional association of parents • SRC can be developed by ONGs or private companies – India, USA, So. Africa • Start! Learn by doing, improve by doing!
School Report Card NOT A PANACEA!!! NOT A ONE-SIZE FITS ALL!!! • a tool that allows the practice of management by results, with community participation
