Work Group Purpose The Oregon Developmental Education Workgroup, composed of representatives from all 17 community colleges, is charged with examining developmental education practices throughout Oregon and the United States and with making recommendations on the implementation of best practices that result in greater student success for students in Oregon. 3
Work Group Objectives To examine current developmental education policies and practices in Oregon, identify best policies and practices in Oregon and elsewhere in the United States and make recommendations on the implementation of best policies and practices in Oregon to ensure student success To identify practices that can decrease time to completion (i.e., to degree, certificate or matriculation) To identify practices that can decrease student attrition from point of placement test to completion To identify strategies to decrease attrition and time to completion for subgroups of students (e.g., ABS and ESL students, GED recipients) To identify state or community college policies that can promote student completion and decrease attrition 4

Meeting Objectives To examine statewide and campus-specific participation and outcome data for public high school students in Oregon Community Colleges To examine innovative developmental education mathematics programs operating in Oregon community colleges To explore faculty engagement strategies and develop a list of frequently asked questions for use on campuses 7

Developmental Education Participation Rates and Outcomes of Oregon Public High School Students at Oregon Community Colleges Jenni Newby, Steering Committee Michelle Hodara and Jacqueline Raphael, Education Northwest
Michelle Hodara, Education Northwest Dr. Hodara conducts research on policies and programs that improve high school to college transition and college access and success. She is a lead author of a number of published studies and working papers that focus on reforms to developmental education and other major issues affecting community colleges. She holds a Ph.D. in Economics and Education from Teachers College, Columbia University. Prior to attending Teachers College, Dr. Hodara was a special education teacher on the Zuni Pueblo Indian reservation and a developmental reading and writing instructor at University of New Mexico-Gallup. 10
Jacqueline Raphael, Education Northwest Ms. Raphael is lead for the Oregon CCR alliance and has extensive experience developing and delivering school improvement and professional development services. As manager of Education Northwest’s 6+1 Trait® Writing Program, she focuses on aligning the model with Common Core and other college and career-ready standards. She has conducted research on the relationship between Oregon high school students’ writing performance and referral to developmental writing and on the use of common rubrics in developmental writing. She holds an M.F.A. in writing from University of Arizona and a B.A. in English from Yale University. Previously, she served as research associate at Urban Institute. 11

Billie Shannon, Southwestern Oregon Community College After careers in elementary education and aerospace systems engineering, Billie joined the math faculty at SWOCC in 2000. She has been the lead for the math department for the last three years. Since spearheading the development of SWOCC’s math emporium in 2012, she has been the coordinator and software administrator for the Math Learning Center. 15
Doug Nelson, Central Oregon Community College Doug Nelson is in his 24th year of teaching post-secondary mathematics. Besides teaching at Clatsop Community College and Central Oregon Community College in Oregon, Doug taught at Arizona Western College and Northern Arizona University. 16
