NCHSAA Rules Clinic/Association Meeting Agenda • Rules Clinic • Arbiter Clean-Up • Procedures and Protocols for Fall 2012 • Association Meeting • Questions/Answers (If you have a question, please jot it down on a sheet of paper and wait until for this part of our session)
2012 Procedures and Protocols-Assignments • All Assignments will go out on Sunday. They will cover 2 weeks out. • For example, Assignments for August 20-31 will go out on August 12. The assignments for September 3-8 will go out on August 19. • You will have 48 hours to accept your assignments. • Turn backs will be assigned the Wednesday after the assignments go out
2012 Procedures and Protocols-Assignments • Assignments for August will be based on Clinic attendance, Scrimmages worked, and Performance. • Middle Schools begin in September so there will be plenty of work then if you do not get an assignment in August. • Again, please constantly update your AVAILABILITY
2012 Procedures and Protocols-Assignments • If you accept an assignment and have to turn it back later, email me at trirefcancel@gmail.com. • If it is the day of the game, call me at 919-368-4434 • Do not make this a HABIT
2012 Procedures and Protocols-Philosophy • The assignment staff if looking to eliminate OVER-EXPOSURE of officials to schools • Travel is also a consideration for assignments. You may have a “linked” assignment where games on different days are attached to each other. • We have to service ALL the schools, not just the ones next to your home. • If you have to travel a great distance one day, my goal is for your next assignment to be close to home
Arbiter Clean-Up: Ralph Jordan To be assigned for the fall of 2012 all officials must: • Accept the Triangle Soccer Officials Invite, Group #107102 • Click on Ready to Assign • Insert a Picture • Utilize the sharing function • Clean up your information, especially the multiple telephone numbers • Update your travel limits. For example, your work zip codes might be drastically different from your home zip code • Constantly update your AVAILABILITY
2012 Procedures and Protocols-Pre-Game Contact • The referee will contact his/her crew in a 3 man system 48 HOURS before the scheduled contest • The referee listed first will contact his/her partner in a 2 man system 48 HOURS before the scheduled contest • Preferred method of contact is email. If no response via email, call your partner. If you are an AR and you have not been contacted by the referee, call them! • Email me at 9 PM the night before the scheduled contest if no response after email or call • Please determine what color jerseys you have, socks, etc.
2012 Procedures and Protocols-Pre-Game Arrival • You must be on the field 15 MINUTES prior to kickoff for any contest that starts before 6:15 PM • You must be on the field 30 MINUTES prior to kickoff for any contest that starts after 6:30 PM (This includes 6:45 and 7:00 PM starts) • If you can’t be there before that time, don’t accept the game • Be sure your AVAILABILITYmirrors this as well
2012 Procedures and Protocols-Pre-Game Arrival Why? • Inspect the field. Ensure goals are anchored • TALK WITH THE CLOCK OPERATOR (All fields with a scoreboard will have the clock run down to zero. No Exceptions) • Conduct a Pre-Game with crew • Warm-Up

I have a 3 year plan • My goal is to RAISE THE STANDARD of our officials pool. • Year 1, the focus will be PROFESSIONALISM. • Year 2, the focus will be GAME MANAGEMENT • Year 3, the focus will be FITNESS
What others think of our GROUP WAKE COUNTY AD’s • Officials don’t show up on time or at all • We don’t differentiate the rules appropriately • We allow too much trash-talking/dissent • Lack of fitness • Refs wearing different color jerseys
What others think of our GROUP Northern Carolina Conference • Back and forth banter with officials and crowd • There is inconsistency in rule application • No preventative officiating • Officials with hats are not keeping up with play
What others think of our GROUP PAC VI • The temperament of officials is poor. • Officials escalate the situation instead of calm it down
What others think of our GROUP Carolina 12 • Referees are on power-trips and neglect AR’s • Refs act like they own the place • Refs not showing up on time
Professionalism Focus We are not that bad! However, slight modifications to our APPEARANCE will help our PERCEPTION
Professionalism Focus • Be on TIME, on THE FIELD • Inspect the field • No faded, discolored, or torn uniforms (Is it time to update your uniform?) • Be professional with coaches and players with our demeanor • Do pre-games with scoreboard operators • Warm-Up! • No hats for Varsity games.
Professionalism Focus • MANDATORY: All yellow and red cards will be explained to the head coach of the player who received the card. NO EXCEPTIONS! • Why? It gives everyone time to cool down and explains the behavior to the coach who can correct. • Remember, this is school soccer. The playing field is an extension of the classroom
Professionalism Focus • If we can raise the standard of PROFESSIONALISM, we will eliminate the PERCEPTION that we currently have
Observations • If you would like an observation, email me with a request • If your request is granted, the cost is $55.00 to be paid by the REFEREE on site to the observer • I can’t promise we will honor every observer request but we will do our best. • Observations will be focused for the referee but all crew members will be looked at • Some games will have blind observers on them. The cost of the observation will be covered by TSOA
