  2. One-Year Strategic Plan 7/1/2011 to 6/30/2012 “The Number One Agenda, Closing the Achievement Gap: Dual Credit, Performance Funding, and Dropout Re-enrollment Made Real”

The Number One AgendaThe Vision Under the leadership of the internal Senior Team of IBHE, there are initiatives underway to increase college readiness and completion and enact a law instituting performance funding. To complement these activities and move forward in the achievement of the Illinois Public Agenda for College and Career Success, it is imperative that a new one-year plan be implemented. By June 30, 2012, the following four goals would have been pursued and hopefully achieved:

The Number One AgendaFour Goals Reduce the achievement gap through public awareness efforts, with focus on minority and low income students Increase the number of dual credit programs by three that address the Illinois Public Agenda for College and Career Success Provide support in the development of performance funding metrics for inclusion in FY 2013 IBHE budget recommendations Write and submit a dropout re-enrollment proposal designed to reduce the achievement gap and to leverage State funds

Performance FundingHouse Bill 1503 • Passed unanimously by the Senate & House of Representatives • Governor’s signing ceremony held on Friday, August 12th • Sponsors: Chair of Senate Higher Education Committee & Republican Spokesperson of House Higher Education Appropriations Committee • Support led by Lieutenant Governor
