Quality GroupIssue One: Learning Achievement • Introduction: Head Teachers play a central role in supporting classroom teachers, to provide quality instruction and ensure high achievements of pupils. • Recommendation: GES should improve the criteria for selection, and institute effective training and monitoring system for Head teachers.

Quality GroupIssue Two: Pedagogy & Testing Instruments Introduction: Test scores remains a very good indicator for measuring quality therefore it is important that the testing instruments are reliable and valid and scores well analyzed to inform classroom teaching and learning Recommendation:Test items (classroom & WAEC) should be made more challenging overtime to cover at least the three levels of profile dimension (recall, understanding, and application) and analysis of the results should be made more comprehensible for use by teacher trainers (pre-service and school-based INSET), teachers and parents. The analysis should form the basis for SPAM which should be a compulsory activity included in the SPIP.

Quality GroupIssue Three: Time on Task Introduction: Teacher absenteeism is a serious practice affecting quality education. A number of causes could be assigned and categorized into three groups: professional excuses (e.g. qualifications upgrade) personal excuses (e.g. funerals) unprofessional behaviour (e.g. tardiness, drunkenness, laziness) Recommendation:Teacher absenteeism should be properly monitored and noted. Appropriate interventions should be put in place while appropriate sanctions applied.

Recommendation: All schools must become a safe and child-friendly place for teaching and learning.

Quality GroupIssue Five: Revision of PTR Norms Introduction:PTR is an important quality indicator. Werecognize extreme regional disparities due to inequitable teacher deployment. Recommendation:Extensive study of the cost and benefit of changing the PTR norm should be undertaken and any financial gains arising from a potential increase of the PTR norm, must be channelled back to the classroom to improve teaching/learning resources.
