Governance of science, research, technological development and innovation: main actors • National Research, Innovation, and Science Policy Council (NRISPC): highest-level coordination and decision-making body in the government in the field of science, technology and innovation (STI) policies. National RI policy • Since 2008, the national RI policy has been part of the national science, technology and innovation (STI) strategy; the elaboration of the national RI roadmap has been envisaged until the end of 2010. • New government since May 2010; the STI strategy is being replaced by a research, development and innovation (RDI) strategy that will be tabled to the government early 2012. The new RDI strategy will contain the new deadline for the national RI roadmap. • Presently, the national RI policy consists of autonomous RI policies of ministries, the HAS and the universities coordinated by NRISPC. Research Infrastructure: definition • Research infrastructures (RI) are equipments, sets of equipments, banks of living and inanimate materials, information systems and services, which are indispensable for scientific research and for disseminating its results. Integral parts of RIs are related human resources enabling professional operation, usage and service. • The structure of a RI depends to a high extent on the peculiarities of the given area of science as well as on the demands of the users’ community. Strategic Research Infrastructure: definition RIs of strategic significance (SRI) are those fulfilling all of the following criteria: • An SRI shall contribute to solving national tasks of strategic significance. • An SRI shall enable research activity of high level on an international scale. • An SRI may offer research possibility for several, independent research groups and shall be open to users with an equal opportunity as regulated by publicly accessible rules. • An SRI shall have organisational, financial, management and human resource frames ensuring its operation according to the previous conditions. Background Research Infrastructure: definition Background RIs (BRI) are those fulfilling all of the following criteria: • A BRI shall be indispensable for completing basic tasks of sciences. • A BRI shall equally serve several or all disciplines. • A BRI shall be indispensible for education, especially for university education. • A BRI shall be funded nationally. • According to international (European) praxis, a BRI shall not be considered to be an SRI. Funding • There exists no coherent funding scheme. • Estimated funding: • 12 million EUR/year (investment in Hungary) • Exceptional additional funding for research universities in 2009–2010: 30 million EUR/year (85 % of which SF). • 9 million EUR/year international membership fee (CERN: 5.5 million EUR/year, XFEL: 1.4 million EUR/year). • Demand on investment: about 70 million EUR/year. • Demand on membership fee: about 30 million EUR/year.
